Mr. Carey Welt is an East Meadow Fire Commissioner and Chairman of the EM
Board of Fire Commissioners, who has forced on the East Meadow community dangerous and hazardous cell towers on EM Fire Houses located close to
McVey Elementary School and across from Central Nassau Little Leaque Fields in Salisbury-East Meadow area. Studies have proved that these cell towers certainly may cause a health hazard i.e. breast cancers, brain cancers etc.
This guy Chairman Welt is up for re-election on December 9th, 2008 and he must be defeated because he selected to make a quarter of a million on the cell tower lease at the expense of the communities health and safety. Time for all to know something of this site continues to bsah Commissoner Welt, the other Commissoners, and the members of the EMFD. The person whi started EMFD truth. com is a former disgruntled member of the EMFD who was if he did not mess with another women who had a mad temper just like him. As a Chief you have a moral obligation to represent this FD 24 hours a day, 7 days a week. he failed to do that by his sleezy activities. By placing the towers on FD property the rent will help all the taxpayers in the community. That rent will not be pocketed by the Board as Finnegan suggests. Placing them on other properties will result in that owner reaping all of the rent. As for safety there remains no proof that these towers pose a risk. For evety article written about the health issues there are other articles that say they are safe. Mr. Finnegan is the one who is trying to discredit these actions. Now there are some who may say that what Finnegan did was on his own time. Well that is not true in the FD. You represent the FD every minuite of the day. Take a look at the recent incident of the West babylon FD Captain who made the news for his actions with a 16 year old girl. This was not on FD time but as of now he remains suspended from the FD and from his job as a NYC Firefighter. No doubt he will be dismissed from the FD. In closing lets look at Robert Zafonte. He did do good things for the Community but he is getting stagnant when all he does is pick on the FD. despite a good record as a Communiyt Leader he needs to step down. What kind of organization keeps one person in charge without an election or change in membership? I will not bash Mr. Zafonte because of his dedication to the Community. I am an active member of the EM Civic Assoc. and take exception to the apparently fire dept. or district member's STATEMENT that there are no elections held by EMCA is a total lie. We hold elections and Mr. Zafonte is
overwhellming elected each year. Most of the time no one wants to take on the enormous volunteer responsibility of community service with no pay. The firemen should not make statements about the civic assoc. when they do not participate in any community service not related to fire service. Enen though the firemen are volunteers they do receive a pension and community leaders do not. Comm. Welt has been on thr fire board for over 20 or more years and don't you think there should be term limits since the current board votes 5-0 all the time. We need new leadership on thr Fire Board at least someone that is not a puppet and will protect the communities best interest. Yes. I know Bob Zafonte very well, too well in fact. My suggestion would be, in order to end this little battle both men should meet and talk. Both men are very good community leaders and knowing both it could only make the community stronger if they sit and talk. Yes I read the posting that Carey Welt and Nelson Finkelman went before the school board and bashed Bob Zafonte. Why would Welt and Finkelman do such a stupid thing to try and get the School Board against Bob Zafonte and his great organization. Something tells me that Welt and Finkelman made the first assault in responding to Leon Campo request to do this for him. Bob Zafonte has always been there for our East Meadow community putting many hours of community service volunteer work. Welt and Finkelman's only reason was to bash Bob before the School Board because he declared himself against the EMFD cell towers on Fire Houses. Carey Welt got caught lying to the community at least two times and he must pay the price for deceiving the EM community. THis is unforgiveable about a Commissioner who violated his oath of office and lied to the Community so he can get a quarter of a million annually in leasing fees. One of his major accomplishments was the Wantagh Overpass expansion project that all of us apprecaite when we drive on Hempstead Turnpike. There is no doubt that Comm. of Fire District Carey Welt lied to the public about his secret cell tower plan. His punishment should be resignation or oustered on Election Day, Dec. 9th, 2008. His choice is money over safety and honesty.

Although commissioners finkelman (who seems to have unlimited & unlawful use of one of a handfull of unmarked vehicles and free gas) & welt did a lot of talking at the budget hearing last October, they did not mention ONE single word about a potential $250,000.00 per year contract with a cell phone company. Yet just two weeks after the budget hearing, commissioner finkelman signed the contract with Omnipoint for the cell tower deal. Anyone who was at the "cell tower" hearing a couple months later heard finkelman say this was not something they rushed into and that he looked into this for many months before signing the contract. Why was this not mentioned at the budget hearing? When cary welt gave all his numbers and calculations and explainations of how expensive it is to opperate the fire department, why no mention of a QUARTER MILLION DOLLARS? When he stated that it cost a million dollars to buy a fire truck, why was there no mention that he had a plan that could save the taxpayers a QUARTER MILLION DOLLARS or 25% on the next truck we purchase. When cary welt sat there and told the taxpayers that they will be paying an increase of about 3 1/2% why didn't he say the budget will not increase because we are signing a contract with a cell company which will net the district 5 % of the budget, therefor we have no need for an increase, and actually will have a 1 1/2% decrease? The reason why nothing was mentioned is because this money was going to be spent illegally. They would just add it to the books and spend it how they see fit. You can bet that they will claim that this is impossible and that they would never and could never do something like this, but I garauntee you that was the overall plan. Just let them give one good reason why NOT ONE WORD WAS EVER MENTIONED AT THE BUDGET HEARING ABOUT THE CELL TOWER DEAL AND THE SUBSTANTIAL AMOUNT OF MONEY THE TAXPAYERS WOULD SAVE. NOT ONE WORD!!! NOT ONE WORD WAS EVER RELEASED TO ANY EAST MEADOW RESIDENT INCLUDING THE HOMEOWNERS IN THE IMMEDIATE AREA OF THE TOWERS UNTIL MIKE FINNEGAN FOUND OUT ABOUT IT AND NOTIFIED THE HOMEOWNERS AND MANY OTHERS IN THE COMMUNITY. The reason why nothing was ever mentioned is because this was clearly something they were going to sneak in and skim the money from the taxpayers. There would have been more unmarked cars with more insurance and more fuel. There is already much too much waste going on in the district, we don't need more stealing - we need to get rid of the thieves. How many cars does the district have? Why does the district supervisor need a car? He makes over $82,000.00 a year before overtime plus benefits. Let him drive his own car and buy his own gas just like all the hard working taxpayers who pay his salery do. Now go ahead and tell me how crazy Mike Finnegan is and how he makes all this stuff up. There were plenty of people at the budget hearing and the cell tower meeting and they now know they are being lied to. People may be busy, but they are not stupid. Under the Carey Welt current administration, service calls for LOSAP pension credits are as follows:

If any firemen does not show up for fire service or rescus calls they get full
credit for the call in LOSAP state pension credits if after the call, they sign the book. This means that firemen who do not respond to the actual call
get phony credit by showing up at the House after the call and signs the book. This seems to be false credit and fraud. You know our volunteer
fireman, in fact get LOSAP state pensions for their years of service for both
false and legal calls. We believe the the only call that is legimitate is when the Fireman responds to their Houses get on the Fire Rig and goes to the rescue or fire calls and particupates in these calls. What do you think?

Bob and his Civic Association has bestoyed many, many EMCA community awards to the Fire Deparment for their heroic actions. everything they have an opportunity. Carey Welt and Nelson Finkelman even tried to bash Bob before the EM School Board and they were put on the spot for holding bashing meetings in thierFire Houses and in particular against a sitting School Board member.

Stick to the facts and don't bash a community leader who has over 20 years of volunteer service always trying to make East Meadow a better place to live for all of us.

Michael Finkelman goes on conventions or training seminars paid by our East Meadow Fire District taxpayers? for pleasure with no responsibility to obtain a report of training that should be given to the EMFD personnel. Is this so so called pay off for being the campaign manager for each of the Commissioners re-election campaigns.

If this is true they it appears that both the Finkelman's warrant a criminal investigation by the Nassau District Attorney. I understand that this so called abuses only touches the tip of the iceberg. And to add insult to injury,

Yet just two weeks after the budget hearing, commissioner finkelman signed the contract with Omnipoint for the cell tower deal. Anyone who was at the “cell tower” hearing a couple months later heard finkelman say this was not something they rushed into and that he looked into this for many months before signing the contract. Why was this not mentioned at the budget hearing? When cary welt gave all his numbers and calculations and explainations of how expensive it is to opperate the fire department, why no mention of a QUARTER MILLION DOLLARS? When he stated that it cost a million dollars to buy a fire truck, why was there no mention that he had a plan that could save the taxpayers a QUARTER MILLION DOLLARS or 25% on the next truck we purchase. When cary welt sat there and told the taxpayers that they will be paying an increase of about 3 1/2% why didn’t he say the budget will not increase because we are signing a contract with a cell company which will net the district 5 % of the budget, therefor we have no need for an increase, and actually will have a 1 1/2% decrease? The reason why nothing was mentioned is because this money was going to be spent illegally. They would just add it to the books and spend it how they see fit. You can bet that they will claim that this is impossible and that they would never and could never do something like this, but I garauntee you that was the overall plan. Just let them give one good reason why NOT ONE WORD WAS EVER MENTIONED AT THE BUDGET HEARING ABOUT THE CELL TOWER DEAL AND THE SUBSTANTIAL AMOUNT OF MONEY THE TAXPAYERS WOULD SAVE. NOT ONE WORD!!! NOT ONE WORD WAS EVER RELEASED TO ANY EAST MEADOW RESIDENT INCLUDING THE HOMEOWNERS IN THE IMMEDIATE AREA OF THE TOWERS UNTIL MIKE FINNEGAN FOUND OUT ABOUT IT AND NOTIFIED THE HOMEOWNERS AND MANY OTHERS IN THE COMMUNITY. The reason why nothing was ever mentioned is because this was clearly something they were going to sneak in and skim the money from the taxpayers. There would have been more unmarked cars with more insurance and more fuel. There is already much too much waste going on in the district, we don’t need more stealing - we need to get rid of the thieves. How many cars does the district have? Why does the district supervisor need a car? He makes over $82,000.00 a year before overtime plus benefits. Let him drive his own car and buy his own gas just like all the hard working taxpayers who pay his salery do. Now go ahead and tell me how crazy Mike Finnegan is and how he makes all this stuff up. There were plenty of people at the budget hearing and the cell tower meeting and they now know they are being lied to. People may be busy, but they are not stupid. The above postings show continued abuse by Chairman Carey Welt and the
other EM Fire Commissioners, Mike Finkelman, BIlly Neil, Jim Surless and Scott Farber. This must stop now.

The only way things will change is they replace the current leadership with members who possess honesty and intregrity. There are five members of the Board and the first up for re-election is Chairman Carey Welt election scheduled for Tuesday, December 9th, 2008. Each year following the remaining four are up for re-election and it will take five years to rid the slime of the current board is apparent corrupt.

Maybe you should urge the current Board to resign early so we can have
honest Commissioners who will look out for the good, health and welfare of
East Meadow now just making money at the expense of our community.

It is also proposed that legislation be passed to limit the total fireman to run for the Board. We recommend three Fireman seats and two civilains. You don't have to be a firemen to be a good administrator and be a Fire Commissioner.

The only other possibility is a PAID District. We would remove all the unnecessary Five Houses and ony have one house on either side of the turnpike with Ladder rescue and Engine. Five Houses is a waste of our monies and three Fire Houses close to each other is a total abuse of our

I'm not from your area, but this has been done before. fire departments have suitable building, land, or existing radio towers. local residents protest cell site on F.D. property, B.O.F.C. give in to community concerns. 1 year later a cell tower appears in the parking lot of the local shopping center( no protests, no uproar, no we will remove you from your seat as a commish.)now the community that did'nt want a cell tower (USUALLY) in a remote area now has one in the parking lot when they go food shopping. and instead of a town entity making revenue (and possibly lowering or keeping taxes in check ) they receive nothing (i'm sure the shopping center owner is not kicking back to the local area)and still have a tower closer then before.

No, Mike was not found "not guilty", there was no trial, no presentation of evidence that a jury determined to be insufficient. The charges were dropped. I guess in your world Michael Jackson is "not guilty" because the child and his family dropped the charges after they were paid off. There was never any evidence that the individual who became chief stole anything. The only thing he was guilty of was shoddy bookkeeping. He took his YEAR suspension, like a man, came back, and served the department with distinction. He proved himself to be a man of character. So much, in fact, that he earned back the respect of the Department and was elected Chief. Mike, however, couldn't be man enough to own up to his actions, and instead of returning from suspension with a clean slate and trying to return to office, he chose to blame everyone else, and throw his fire career down the toilet.

The District is audited every year and all credit card purchases are authorized. In fact, Mike attempted to use this line of bullshit with the Nassau DA, who investigated the District, based on his complaint, and couldn't find any wrongdoing.

If the white District vehicles were marked, you'd complain that the District wasted tax payer's money decaling a vehicle that didn't warrant it. Just like critisizing the District for securing $175,000 grant to purchase an ambulance and save the residents money. They're damed if they do and damned if they don't.

Where's your proof that a Chief responded to a fire drunk. Did you give him a breathalyser? Did you even speak to him or get close enough to him to smell his breath, or are you just going by unsubstantiated rumors like the RAPE that never happened?

The current Fire Inspector is just about one of, if not, the most respected members of the fire service today. He is not just known in East Meadow, but across the entire region. His knowledge and expertise is second to none. His reports during the Department meeting can last 20-30 minutes as he paraphrases EVERYTHING fire related in East Meadow. He is constantly emailing the members on fire conditions within the District, constantly talking with businesses and residents, and constantly educating the members and the community. His past has been completely exaggerated beyond comprehension. He was never convicted of a crime and he has more than made up for any indiscretions he may have had. He is truly "born again". Mike Finnegan was given the same opportunity to make ammends, he chose a darker path. In my opinion, he could have eventually made Chief. What a waste.

There is no fraud with regard to LOSAP. No member gets credit after the call is over. Any member who responds to the firehouse for the alarm gets credit, plain and simple. If they miss the truck, they must stay at the firehouse, available to respond to the scene if necessary, until the truck is back and made ready for the next call. They have made themselves available and therefore earn the credit. That, my friend, is more than you do.

There was no secret plan. The community had every opportunity to learn of this plan by regularly attending Board Meetings. But, as always, it's much easier to complain after a decision is made. The lack of attendance at Board meetings speaks volumes as to the community's concern about the day to day business of the Fire District. If a resident picks up a phone and calls in a fire or medical emergency they get the full resources of the East Meadow Fire Department and that is what most residents truly care about. There is no conspiracy. If there was no cell tower, business would still continue at the Fire District. The projected revenue of these cell towers is a small percent of the overall budget. Why wasn't this big money saving plan mentioned at the budget hearing? They certainly knew about it at the time. Why don't they post the minutes of each board meeting on their web-site and save the expense of a news letter.

Although commissioners finkelman (who seems to have unlimited & unlawful use of one of a handful of unmarked vehicles and free gas) & welt did a lot of talking at the budget hearing last October, they did not mention ONE single word about a potential $250,000.00 per year contract with a cell phone company. Yet just two weeks after the budget hearing, commissioner finkelman signed the contract with Omnipoint for the cell tower deal. Anyone who was at the "cell tower" hearing a couple months later heard finkelman say this was not something they rushed into and that he looked into this for many months before signing the contract. Why was this not mentioned at the budget hearing? When cary welt gave all his numbers and calculations and explanations of how expensive it is to operate the fire department, why no mention of a QUARTER MILLION DOLLARS? When he stated that it cost a million dollars to buy a fire truck, why was there no mention that he had a plan that could save the taxpayers a QUARTER MILLION DOLLARS or 25% on the next truck we purchase. When cary welt sat there and told the taxpayers that they will be paying an increase of about 3 1/2% why didn't he say the budget will not increase because we are signing a contract with a cell company which will net the district 5 % of the budget, therefore we have no need for an increase, and actually will have a 1 1/2% decrease? The reason why nothing was mentioned is because this money was going to be spent illegally. They would just add it to the books and spend it how they see fit. You can bet that they will claim that this is impossible and that they would never and could never do something like this, but I guarantee you that was the overall plan. Just let them give one good reason why NOT ONE WORD WAS EVER MENTIONED AT THE BUDGET HEARING ABOUT THE CELL TOWER DEAL AND THE SUBSTANTIAL AMOUNT OF MONEY THE TAXPAYERS WOULD SAVE. NOT ONE WORD!!! NOT ONE WORD WAS EVER RELEASED TO ANY EAST MEADOW RESIDENT INCLUDING THE HOMEOWNERS IN THE IMMEDIATE AREA OF THE TOWERS UNTIL MIKE FINNEGAN FOUND OUT ABOUT IT AND NOTIFIED THE HOMEOWNERS AND MANY OTHERS IN THE COMMUNITY. The reason why nothing was ever mentioned is because this was clearly something they were going to sneak in and skim the money from the taxpayers. There would have been more unmarked cars with more insurance and more fuel. There is already much too much waste going on in the district, we don't need more stealing - we need to get rid of the thieves. How many cars does the district have? Why does the district supervisor need a car? He makes over $82,000.00 a year before overtime plus benefits. There were plenty of people at the budget hearing and the cell tower meeting and they now know they are being lied to. People may be busy, but they are not stupid. I don't know what so called legal experts you are speaking about but they must have gotten their degrees at the bottom of a cereal box. A contract is a contract by definition because it can not be cancelled without penalties. If anyone can simply cancel a contract at will then what, I ask, is the point of a contract? There are provisions for cancellation in any contract. Having a change of mind wasn't in this one was it?

The cost estimate was irrelevant. Omnipoint is refusing to terminate the deal. Even if all their expenses were paid off by the District, which amounted to several hundred thousand dollars, they still refused, citing a "responsibilty to their current and future customers". A legal battle would have cost the District and the taxpayers a fortune, since there was no legal basis for getting out of the contract.

The District did not go "full steam ahead", as you so eloquently put it. As it was explained over and over again. The contract was signed giving Omnipoint permission to use District property for their tower. From that point on it is Omnipoint, not the District, that is dealing with the town. They filed, not the District. The District, from the moment they signed the contract, became powerless to stop it.

Perhaps nothing was brought up at the Budget Meeting because a decision had not yet been made, that the process, without opposition could take years, and as a result there was no impact on this year's budget or the budget for several years to come. Either way, the Board, has stated in open forum, that it erred when it didn't take greater steps in notifying the public. You're perfect right?

The fact is, that if Mike Finnegan had never joined the East Meadow Fire Department, or if he was still a member and now an Ex-Chief, there would be no debate. Where was Mike "saving the day" with the cell sites scattered throughout East Meadow? Why is it OK for them to have em?

If the Board wanted extra money to spend "illegally" why go through all this trouble? Whether you think there was an attempt to "sneak" the towers, or not, eventually people were going to notice these things. Its not as subtle as let's say raising the budget by another 1/4 %, which the District could do without a public vote.

Truth is, this is nothing more than a typical conspiracy theory spun by those who have a vendetta against the District.

Do you own a cell phone?

To use an analogy, you are no better than the person who buys merchandise that is manufactured by a Company known to use child slave labor then donate and advocate on behalf of UNICEF. If you own a cell phone, you have created the need for the towers and sites to supply it. Unless you toss your cell phone and rid your household of this "evil and dangerous" technology, then you are, by definition, a hypocrite. My guess, is that you won't. You want the cell service but feel you have no resposibility to support its infrastructure. Answer me this; which community do you expect to bear the burden of providing you with your cell service? Where's the national movement to remove all towers from all communities in order to protect all women and children? There doesn't have to be a penalty clause for termination. Established precedant and contractual law dictate parameters for contract termination. The law specifically states that there must be cause for termination unless the contract specifies otherwise. Contracts may be terminated by reasons of rescission, breach, or impossibility of performance. Having a change of heart is not justifyable cause. Any idiot attorney knows this. It's taught in the first semester of law school.

I can't speak for anyone else, but I personally do not believe in term limits for any elected official. I believe in the concept of democracy and giving the people the power to choose. Enacting term limits, in my opinion, takes control away from the citizenry. Likewise, if the people want a civilian, they will elect, by majority, a civilian, and vice versa. Why limit the power of the people? You're suggestions are nonsense. What would a year off between terms accomplish? What would requiring two seats being occupied by civilians accomplish? That process which you state could take years took less than 2 weeks. Commissioner finkelman signed the contract less than two weeks after the budget hearing. A statement that the proceeds would not be reflected in the budget for years to come is insulting. The district has already received payment, will they wait for "years to come" to spend that money? Also, while we are on the subject of spending, you seem pretty up on the day to day operations at the district but yet you did not address the fact that finkelman and the district supervisor are driving around in vehicles that are payed for by the taxpayers. finkelman is not entitled to a district car (Chevy Tahoe) and the district supervisor makes over $82,000.00 a year plus benefits. Shouldn't he pay for his own car and his own gas and insurance? These seem like reasonable complaints, don't they? I mean even if they were from a former disgruntled member, although they are not.

Nelson Finkelman has always been the campaign chairman for the Board candidates and they take care of him with paid vacations for him and his wife on taxpayers funds.

The "process" that I am referring to is the process of actually having the towers approved, erected, and generating income, and that is all contingent on getting passed by the TOH. Similar applications by Omnipoint have been in the courts for up to four years. The payment received by the District was not the rental income indicated in the contract, which I was referring to, it was a sign on bonus which was monetarily insignificant.

The District Supervisor uses a vehicle as a part of his position. He is responsible to be "on-call" 24/7 if needed. This is not illegal and is common practice, not only in Fire Districts, but in Police Departments, and other emergency service oriented organizations. You may not agree with this position, but that is a matter of opinion not legality. As far as salary, EMFD is very middle of the road. No one is getting rich working for the EMFD. It probably costs the average homeowner $.03-$.05 per month for the District Supervisor to have a vehicle.

As far as Commissioners using vehicles; There are about 100 little projects going on in the District at one time; some major, some minor. Commissioners should have the right to use a District vehicle instead of their own vehicle to conduct business. Reality is, the District does not have a vehicle reserved for each Commissioner, like some Districts do, and 99% of the time each one of them is using their own vehicle, depreciating its value, burning their own gas, all at their own personal expense, in order to do a job for the community that has no monetary compensation. The residents of East Meadow are fairing much better now, rather than each Commissioner submitting a monthly voucher for mileage on their personal vehicle. The Commissioners give much much more than they receive.

To retort on the comment about the civilians; Are you serious? Please tell me that your statement was made in jest. The papers have been plastered with stories of CIVILIANS stealing, literally, from the Municipalities they serve. School Board members have been caught laundering what would amount to EMFD's entire annual budget. You may have ligitimate questions about how money is spent in the Fire District, but no one is siphoning the till. Could it be that firefighters have more honor?

To hold the volunteer firefighters responsible for the cell towers that the District has approved would be the same as holding the individual police officers responsible for any cell towers the County installs. The volunteer firefighters have no decision making authority with regards to the Board of Fire Commissioners. They had no input, nor any say in the matter. If you want to direct your anger, direct it to the Board of Fire Commissioners not the men and women who will respond to your house in your time of need. And if you believe that $700 per month that a member would receive if they happen to remain active in the Fire Service for nearly 40 years is such a good deal, I suggest you submit your application so that you too may benefit from this financial windfall.
