Back in November, Jim Morgo was promoted from the economic development job to become chief deputy to Suffolk County Executive Steve Levy. So, technically, the job has been vacant more than six months. But Morgo himself, along with a capable staff in his former department, kept the ball rolling - saving Levy a few months of salary. But this department is too important not to have a full-time commissioner.
So, why Heaney? Well, Levy liked his cooperation with the county in creating the Hampton Business and Technology Park at Suffolk's Gabreski Airport in Westhampton Beach. And his varied background helped a lot.
Heaney's family business involved building fences, but in government, like Morgo, he is a bridge-builder. He has worked well with environmentalists and developers. His service on Levy's workforce housing commission and his collaboration with the Long Island Housing Partnership gave him deep insights into that vital issue. And, as a former elected official, he really knows zoning and planning.
Levy works hard on economic development and housing, and he acted intelligently in entrusting those concerns to someone with the right mix of skills, regardless of party. (Levy's a Democrat, Heaney a Republican.) We trust that Heaney will perform these dual roles well.
