The commissioner of a government agency that helps women struggling with domestic violence on Long Island agreed to forft a house in New York City where her son kept girls as young as 12 as prostitutes, authorities say.

Constance Carter-Davis owned a two-family home in Queens where her son, Corey "Magnificent" Davis, confined four girls aged 12 to 18 and forced them to work as prostitutes, authorities say. According to court papers, she forfted the house as part of her son's plea agreement.

Carter-Davis, who was not charged with any wrongdoing, is commissioner of the Department of Human Services for the town of Babylon, N.Y. The agency has an office for women and family services that provides counseling and other information for women who are dealing with domestic violence and divorce.

Suffolk County officials in 2003 awarded a proclamation to Carter-Davis for her 36 years of service in the field of social work. They noted that she directed a child welfare program and was an ordained deacon in the African American Methodist Episcopal Church.
