Hurricane Floyd struck the North Caroline coast on September 15, 1999 - - President Clinton issued the Presidential Disaster Declaration on September 16, 1999.

Hurricane Isabel struck the North Carolina coast on September 18, 2003 - - President Bush issued the Presidential Disaster Declaration on September 18, 2003.

Who cares if Clinton flew over North Carolina a few days afterward? Just another example of Clinton's symbolism over substance.

(By the way, in my delvings into this topic, I learned that Clinton also issued "pre-emptive" disaster declarations for Florida and Georgia before the storm made landfall. Two states that were minimally affected by Hurrican Floyd.
