Dear all,

In my various travels throughout the building I am constantly amazed at the number of staff that are always in the cafeteria - at all hours of the day.

Contrary to popular opinion, I do not enjoy being the bad guy, however, when other people begin to complain to me about the crowds in the cafeteria (time period being between 10 and 10:20AM), I realize that the situation has gotten out of hand. Please make sure that all your respective department heads are reminded of their responsibility to ensure that all staff, unless on an authorized break, are actively "working" and not mulling around the building or taking extended food breaks.

To the degree that I am reduced to borrowing people to bolster programs that are short staffed it is insulting to see so many people lounging around. Please make sure that all supervisors and department heads fully understand that they are responsible for the activities of their employees and will be held accountable for their people.
