Chamber votes to reinstate Forbes

HUNTINGTON - Two days after the Suffolk Nassau Chamber of Commerce at Huntington's executive committee fired former congressman Michael Forbes, the full board met Thursday and voted to offer him the job back.

After a "four-hour scream fest," according to a source close to the matter, the board voted to reinstate Forbes and formed a three-person executive board management committee that will serve as a liaison between the organization's staff, including Forbes, and its board.

The committee, charged with smoothing out any concerns that may linger between Forbes and the board, is meeting with Forbes at 4 p.m. Forbes is expected to accept the offer to return to the Chamber, the source said.

John Harras, Forbes' attorney, said he received word that the board voted to bring back Forbes, but that he had not received a formal letter of reinstatement.

"If it's true, then this is a total and complete vindication for Mr. Forbes," Harras said.

T. Phil Perlman, vice president for communications and marketing and de-facto leader of the Chamber since Forbes' firing Tuesday, said he could not comment on the board meeting, which was held in closed session. He said the board is preparing a statement to be released this afternoon. However, he confirmed that Suffolk County District Attorney Tom Spota handed the Chamber a subpoena Wednesday seeking financial documents following revelations Tuesday that a state grant secured by the Chamber through the Empire State Development Corp. funded office space for Republican legislative candidate Frank Gargano for 18 months in 2003 and 2004. Empire State Development is led by Gargano's uncle, Charles Gargano.

The subpoena was actually issued twice; it came the first time under the name Huntington Chamber of Commerce, not the organization's new moniker, the Suffolk Nassau Chamber of Commerce.

Additionally, several sources said the Chamber's board voted to hire a "neutral" forensic accountant to look into the Gargano matter.

Sources also said two board members resigned from the group this morning, including Treasurer Jim T. Ashe, a partner at Melville-based accounting firm Marcum & Kliegman.

Ashe did not immediately return a voice-mail message requesting comment

Set up? that's a laugh. Did frankie gargano somehow forget to pay his rent? No Legitimate businessman forgets to pay his rent (for two years!) please... And I am sure Frank had absolutely NO CLUE his uncle Charlie Gargano's agency was paying for the office.

How dumb do these people think we are?

Two days after his firing and 12 hours after subpoenas from the district attorney, Michael Forbes was reinstated Thursday as president of the Suffolk Nassau Chamber of Commerce at Huntington.

The chamber's full board, in a heated four-hour meeting, refused to ratify the executive board's decision Tuesday to ax the former congressman. Instead, they voted 12-7 with six abstentions to return Forbes to the post he's held for only 5 1/2 months with a mission to clean up the troubled 1,100-member organization.

"The bottom line is that this is a complete vindication," said John Harras, Forbes' attorney.

The executive board fired Forbes the same day Newsday reported that he'd pressed Frank Gargano, a member of the organization, to repay $7,200 in back rent for running a public relations business in space funded by a state grant to the chamber. The grant was administered by the Empire State Development Corp., run by Charles Gargano, Frank's uncle.

The full board of directors Thursday set up a three-member executive board management committee to act as a liaison between Forbes and the board in light of the turmoil. Board members also revived and approved Forbes' request for an investigative audit of all government grants awarded to the chamber. The six-member executive board put the audit on hold earlier in the week.

"I very much appreciate having the confidence of the full board of directors," Forbes said. "We are going to be able to right the ship and do good things."

Executive board member John Ashe, the chamber treasurer, resigned in protest after the vote, chamber sources said. Chamber chairman Ron Lazar, the sources say, also told the board he wanted to step down but was persuaded to remain. Neither returned calls.

Tensions at the board meeting were heightened after investigators for Suffolk District Attorney Thomas Spota showed up at chamber headquarters late Wednesday with subpoenas for records involving the 2003 state grant that involved Gargano's office space. Gargano is now a GOP contender for the county legislature from Dix Hills.

The subpoenas open a new front in an ongoing probe by Spota in 2003 to examine expenses of Forbes' predecessor, Dennis Sneden, and a trip to England involving chamber and Huntington officials. Spota has enlisted State Comptroller Alan Hevesi's office in the probe.

Frank Gargano did not return calls for comment but has said he had a "barter agreement" with Sneden for the space in exchange for doing public relations work for the chamber. He also said he was unaware the state funded the space. Charles Gargano has said he was not aware his nephew used a state-funded office.
