What does Pataki not running mean for education?

With Pataki not running again what does this mean for the public school system? What effect will this have in the long standing issue of Albany not passing budgets on time?

I don't expect much of a difference in Albany with the politicians holding the business of the people hostage for their petty squabbling. More late budgets and more unfunded mandates. Does anyone know if the new Governor can appoint a new Commisioner for Education? How does that work? That may be the saving grace for Pataki not running...that we can get Mills out.
