It is just outrageous! Judges need to set an example and crack down on these elected officials who continue to abuse the system. Fred Towle is still walking around bragging that he will never go to jail because of the deal he has with the DA. The legal system should make examples of these felons and not let them skate by.

In January 2004, Islip Town Supervisor Pete McGowan drove an $80,000 Mercedes Benz off the lot at a Massapequa dealership, the costs picked up by his political campaign fund.

Called the "Friends of Pete McGowan," the fund made 12 monthly lease payments of $1,838 for the S430 Mercedes that year, totalling $26,000, including insurance and an upfront payment to the dealership.

The fund, which had $1,010,000 in deposits by the end of 2004, did much more for McGowan than keep him behind the wheel of the Mercedes. It also picked up $39,000 worth of other costs that, records show, were never fully itemized, as is required by the state Board of Elections.

Of that amount, the records show, $28,500 was spent at bars and restaurants -- including $17,400 at one Islip steakhouse. Of the remaining $10,500, campaign forms show no explanation at all.

McGowan's lavish spending out of his campaign fund is set against the backdrop of a town supervisor who is not running for office. The town's term limits laws, which McGowan supported when they were approved by a referendum in 1994, means he cannot run for office again when his term is up in 2007.

This year, influential town Republicans are pushing an effort to modify term limits in the town. Some say it is to allow McGowan, the most publicly recognizable town supervisor on Long Island because of his promotion of the town-owned airport in Islip, to run again.

Besides car and restaurant expenses, campaign finance records examined by Newsday show that McGowan will turn a profit on a $50,000 loan he made to his fund in January 2004. The loan, to be repaid at 9 percent interest, was made to the fund when it was flush with more than $800,000 in contributions. He will receive the accumulated interest, plus the principal -- for a total of $59,405 -- in January 2006, according to his campaign records. In total for 2004, the fund picked up $64,900 in McGowan's expenses, including the costs of the Mercedes -- above the average of about $5,000 that other Suffolk County town supervisors' funds spent on non-fund-raising items such as meals and transportation costs that same year.

A taste for big cars

"All this spending is for political purposes," McGowan said in an interview. "I'm not breaking the law." McGowan, who earns $96,600 per year, said he is saving taxpayers' money by using campaign funds -- and not the town's money -- to pay for the Mercedes. He said the car is in keeping with who he is.

"I'm a self-made man," said McGowan, who before entering politics owned several bars and restaurants. "I have always driven around in big cars or Cadillacs."

Town Democrats criticize McGowan's spending habits as wasteful. Republicans -- as well as some of the fund's benefactors -- also have become critics.

"I'm appalled," said Christopher Bodkin, a Republican town board member.

He said contributors to the fund are paying for "his foreign-made car and $100 dinners at fancy restaurants."

One of the contributors to the fund, Steven Sternlicht, an East Islip attorney, said he won't contribute to McGowan's fund again.

McGowan said he does not know the specific details of how his spending is accounted for because he does not review any campaign finance filings.

That job belongs to Ronald Devine, the treasurer of the "Friends of Pete McGowan" fund. Devine, who is also the Islip Town assessor, refused to comment for this story. New York election law requires the fund to file accounting forms every six months with the Suffolk Board of Elections. The law also requires spending to be itemized so that the public can see specifically how campaign dollars are spent.

Without that accounting, said Blair Horner, the legislative director of the New York Public Interest Research Group in Albany, donations to a political fund can used for other purposes, including "subsidizing someone's lifestyle." For the last three months of 2004, according to motor vehicle records, the Mercedes was McGowan's only car. In April he said he purchased with his own funds a Toyota convertible. Nonetheless, the fund continues to make the payments on the Mercedes, the most recent payment reported in his 2004 filings being Dec. 29. Campaign records for 2005 will be filed next month.

In interviews, McGowan said the Mercedes -- even during the seven months that it was his only car -- was used solely for political purposes of the car. He said he has put 13,000 miles on the car since January 2004.

The New York State Board of Elections requires politicians with campaign funds to itemize all expenses above $50, said Lee Daghlian, a spokesman for the Albany-based board. According to the board, itemization must include the purpose of the expenditure.

McGowan's 2004 filings include a number of entries that are not itemized. For example, on Jan. 20, 2004, McGowan's fund paid for an un-itemized American Express bill of $4,831; in February, there was an Amex bill of $2,797; in March there was a bill of $556 and in April one for $644 -- totalling $10,400 for the year. No information was provided by the fund in its filings as to what the money was used for.

I am not an expert on the law but have been around a campaign or two and even a pol or two. I think the law allows for a politician to take the money he has raised when his term ends and he goes back to private life. It is their decision. However, he could also turn it back into the Republican committe for use in other races. Or the money can then be used for others to steal.

Legally? I don't think he is doing anything wrong. Ethically? Well that is an entirely other matter.

The one problem he may have is the 9% interest on the $50,000 loan.

Can he prove the campaign actually needed that loan?

If not it may be a subterfuse for personal enrichment. The $4500 per year that the interest represents may have directly enriched him.

Newsday's recent article of Pete McGowan's campaign spending speaks loudly of the hypocrisy at Newsday. Newsday's recent circulation scandal resulted fraud, corruption, mismanagement and falsifying documentation charges leveled against Newsday. So when Newsday investigated Pete McGowan and found not one law broken and not one taxpayer dollar mismanaged, does the paper highlight the honesty and integrity of an honorable politician. No, the paper criticizes the man on trivial issues that nobody cares about such as which car he drives. Granted the crook in Brookhaven gets arrested charged with numerous crimes and gets a fraction of the coverage. Let's look at it for what it really is. Newsday got a grudge that McGowan doesnt have any scandals like Newsday had in the last year!

Funny that while I dished out money to get him re-elected, and all the while having to work three jobs because he does not give anyone but his cronies a raise, my money was actually going to buy him a new luxury car and steak dinners at a restaurant that I could not afford to eat it !! All of this is quite interesting and much of it I already knew. I do have a question though~ Why didn't Newsday or even this forum mention that PETE MCGOWAN OWNS OR IS A PARTNER OR HAS A FINANCIAL INTEREST in several of the restauarants that have profited from his spending in these establishments? Surely you all know IRISH COFFEE PUB is HIS restaurant...$99,000 DOLLARS in one fiscal year times 12 years? When will that info come to see the light of day in NEWSDAY? And what happen to McGowan's court date on May 5 regarding his relationship and the Town Attorney's dealing with Emily Pines husband SeinReich? MORE AND INTENSE investigative reporting is desperately needed to get rid of this loser once and for all. This isn't about term limits...it has to do with what Pam Greene said,"He who has the gold rules the party." McGowan loses EVERYTHING if he loses control of "FRIENDS OF PETE" or should I say the Islip Town Republicans since the line is now so blurred? And that my friends is what is truly at stake for these heartless, morally corrupt men. I pray that they lose it all.

How many school districts in Islip had decreasing SCHOOL taxes from all this proclaimed wealth we possess and how many TOWN school districts had passing budgets this year? How come Islip TOWN isn't offering a reprieve from SCHOOL TAXES since we are so FLUSH with funds?

Maybe instead of opting for the Mercedes, take the extra cash you utilized and have so readily available and "saved" us taxpayers and lower our school taxes as well so our kids can continue to be an educated workforce? A cool million could offer some nice programming and/or teachers in several of our town's school districts. Now, since you're a self made man, you DO know how to bite the bullet on spending so maybe the steak dinners have to go to accomplish this. Now THAT would REALLY be leading the way :!:

I love that Suffolk Life is on him now !! Chris Bodkin hit it on the head when he mentioned how disgraceful it is that McGowan is speding our hard earned money on his car !! If the dealer only gets around 700-800 a month for that car, where is that other 1000 a month going to ? And what he did not mention is that we as Town workers are PRESSURED to buy those damn tickets !! Don't buy the tickets and you lose the overtime, don't buy the tickets and you don't get that promotion, etc......No wonder they call it the Irish Mafia !!! Oh yeah, and have Public Safety stay away from the lot even though 50% of the cars are parked illegally ! The indicted ex Director of Public Safety told his men that several parking lots including the one on Gibson behind the Nutty Irishman (owned by a close friend of Congressman Barraga) were off limits because they were "McGowans Joints" !! Why does the Highway Dept cater to the needs of Molly Malones Restaurant in Bayshore ?? Is it because McGowan has an interest in it ?? How did the owner of that piece of crap boat The Lauren Kristy get prime dock space at the BayShore Marina ? Why is it that the owner gets off the boat every night and drives out drunk but 'someone' made a call to the SCPD 3rd PCT and asked the CO to 'lay off' ??? The list goes on and on !! Besides spota has reservations at Tellers for fathers day and he sez he don't want to mess wit dat. Hey are those reservations at Tellers political or not? The incorporating attorney for Town Hall LLC told me in front of witnesses that he arranged for the metting wit mcgoon and the Boulsons so as to neeegotiate the arrangement on Tellers. Dis clever attorney said he stayed out of da room so as to not be a witness to an illegal arrangement between mcgoon and the front people. Wish I knew who you were !! Sorry to hear about your website, but don't count on DA to do anything about it. He is too close to McGoon and will not look any further then he already did. As a matter of fact, I know that the indicted ex bosses over at public safety could have been charged with alot more, such as STEALING numerous vehicles from the Town impound yard and selling them. How is it that they got only community service while "Tony Tickets" was charged with the SAME charge and got a year in jail ?? Could it be that McGoom intervened on their behalfs ? Why did the DA not look into allegations that members of the Highway Dept. were (are ?) running their own tree trimming business on Town time with town equipment ? The 20,000 gallons of gas stolen from the Central Islip Hwy Yard....the list goes on and on !! And for anyone who does not believe that these maniacs will do anything to keep the secret, listen to this...A certain Airport Police Officer who recently resigned was invloved in a long battle with the Town and McGoon over working conditions at the Airport.. Seems that he had filed a few grievances against the town and they stuck him outside the terminal in the middle of the winter to walk the parking lots, counting cars !!! (I know, he was studying traffic patterns). Well, in the mean time, NO ONE was int he terminal. This officer hired his own Private Inv. to videotape all of these serious TSA and DHS violations, then threatened the Town with bringing it to the news media if they did not stop harassing him. The Town hired their own Private Inv., using Summit Security as a go through, and had this PI video tape the officer during his tour and follow him around. When this officers grievance hearings were due, the Town cut this officer an UNHEARD OF deal to keep him quiet and make him go away !!! What are they hiding at the Aiprort ? Could it be the fact that NO ONE holds any type of FAA Aiprort Managers Certification ? The Commissioner of the Aiport is a reitred NCPD hack who McGoon hired when he drummed out Al Werner. THis man has no experioence is running an airport !!! Why has the Federal Govt never looked into any of this ?? I have learned that you cannot beat McGoon and his thugs, but it is fun trying !!! The fact that a millionaire actually reads about and CARES what is said on this site is funny, and the fact that he has people breaking the law to find out who I am is hilarious !! I would love for them to come arrest me, what a lawsuit that would be !!!! More to come..............

This info you have given me in this post brings into focus what JYWillie has been saying in his posts. Mcgoons desperate attempt to stay viable is motivated by the "juice" flowing from the airport imparticular. JYWillie spoke of the airport police officer you mentioned but he said there was someone else? Someone who was going to the feds! Maybe that shoe has yet to drop, hopefully this will be a cumulative effect on mcgoon and this will force spota's hand. Ya know IKnowitall you are dealing with a bunch of power drunk drunks this has to wind up a bar room brawl some where before it is all over. On the night mcgoon beat Ginny Fields I crashed his victory party at Chandon Court inn East Islip it was like a morgue there because they won but lost term limits. I wanted to let mcgoon and his thugs know WE are not going anywhere. My wife and I were abused all night long but we kept our cool, and on the way out Mcgoons significant other started a fight with my wife concerning WWW.DUMPMCGOWAN.COM ,What if the two wifes had fought? I grabbed my wife and said lets get out of here when a mcgooniac left the emperor's side and challenged me to fight in the parking lot? I said "Lets go". On the way out a waitress stopped the goon and the brawl was stopped ...for a while. I often wonder what would have been the outcome if my wife had fought mcgoon's wife at that moment could chazzie have won? We have pictures my friend brought his camera. This political season has barely begun, lets hope the whiskey keeps flowin if you KNOW what I mean!! Finally!! Veritas is giving credit where credit is due! McGowan has done a great job overall and just about the only thing newsday or anyone can say is Pete got an expensive car thats not fair. p.s. Mcgowan is epitome of someone that has gotten where he is by the help and co-operation of others, which is why he so vehemently denies the truth and insisits on the pervarictaions which is to say "HE is a self made man" He protests too much!

Stop the scamming, is simply displaying some impressive observational and analytical acumen!! Maybe he is Freudian too!

I am not an expert on the law but have been around a campaign or two and even a pol or two. I think the law allows for a politician to take the money he has raised when his term ends and he goes back to private life. It is their decision. However, he could also turn it back into the Republican committe for use in other races. Or the money can then be used for others to steal.

Legally? I don't think he is doing anything wrong. Ethically? Well that is an entirely other matter.

For what it's worth

If a politician has a campaign fund and continues to take donations from persons who do business with a twon while taking out personal funds wouldn't that be considered Bribery?

How abouut the fact that mcgoon is a material owner of Tellers Steak House,and the friends of pete mcgoon are paying for his Tab there! The name of the corporation that Tellers is in is Town Hall LLC How is that for arrogance and hubris. What makes this crime ring think it can not be touched by Mr.Spota? The attorney for the corporation told me in front of witnesses that he arranged for the meeting so as to set the deal up. Mr spota would you like to get a statement and or give me a lie detector test

All of this is quite interesting and much of it I already knew. I do have a question though~ Why didn't Newsday or even this forum mention that PETE MCGOWAN OWNS OR IS A PARTNER OR HAS A FINANCIAL INTEREST in several of the restauarants that have profited from his spending in these establishments? Surely you all know IRISH COFFEE PUB is HIS restaurant...$99,000 DOLLARS in one fiscal year times 12 years? When will that info come to see the light of day in NEWSDAY? And what happen to McGowan's court date on May 5 regarding his relationship and the Town Attorney's dealing with Emily Pines husband SeinReich? MORE AND INTENSE investigative reporting is desperately needed to get rid of this loser once and for all. This isn't about term limits...it has to do with what Pam Greene said,"He who has the gold rules the party." McGowan loses EVERYTHING if he loses control of "FRIENDS OF PETE" or should I say the Islip Town Republicans since the line is now so blurred? And that my friends is what is truly at stake for these heartless, morally corrupt men. I pray that they lose it all.

Self-made men are men of virtue and character. McGowan and his supporters are bankrupt in both aspects.

It appears as though the Islip town supervisor is a silent owner in the Steak house that is next to town hall. It is being said that the most outrageous example of abuse of his campaign fund is that he paid the workers at Tellers their bonuses out of that fund last november. The name of the holding company for the restaurant is TOWN HALL LLC can you believe that
