There have been a ton of problems in the DPW since our new trustee has come on. He drives us crazy with his inane requests and questions. He has no clue what he has been talking about and been bad mouthing the people down here. Its only been a short time and most of the workers here are fed up with him and there have been talks of numerous union complaints against him.

Seems like our new trustee is pushing the our DPW head to make cuts so the expenses come way in under budget- already he is talking about making longer waits for bulk pickup so we can cut doen on the crews . Also there has been talk about extending the time between cutting grass.

Since all of you were so concerned about the kid who got sick - he is ok.

Don't all jump up on your political high horses. All this so called worry and nobody asked who he was.

Add to the list of cutting expenses - longer waits for the in house road repair and there is talk about cutting back on street sweeping as our new trustee is giving us all his brilliant ideas - thank God we have a union to protect us.

The investigation should get to the bottom of : what were you doing in the park in the midafternoon; was there someone else in the vehicle with you at the time; what were you doing that lead you to FLEE (yes FLEE for all you LIP people who have continously in the past few days said where is your evidence- See Page 48 of NEWSDAY) from the Cops.

The only thing that was clear from that Newsday article was how RVC was attempting to protect the reputation of its Park. It is clear that the RVC police will not be doing a thing to help Rainbow Richie out of this incident. The only comfort Rainbow Rich can take is that RVC did not expose why the officer was at the Park in the first place (ie. believed to be investigating the longstanding problem of homosexual solicitation) and that was only because it didnot want to stigmatize its Park. BUT evenually this to will come out and it will be equated with the Clifford incident.

The Newsday article will now certainly lead to further investigation, or at the very least probing by other individuals, into all of the events and activities that happened before the traffic infractions.

Seriously, look at what you have done objectively, let go of your personal pride and resign from the Board. It is in the best interest of everyone that is involved in this situation.

In the wake of all the confusion, what remains is the fact that Lynbrook Trustee Richard J. Clifford was issued two tickets for traffic violations on Nov. 30.
The fact that Clifford, a retired New York City police officer, had recently asked to be considered for the Rockville Centre police commissioner's job and that he has been embroiled in ongoing political discord in Lynbrook had conspiracy theorists in both villages buzzing. Was Clifford set up and, if so, by whom?
One of the more remarkable aspects of the drama was Rockville Centre Police Commissioner Jack McKeon's refutations of his account in Newsday of the alleged high-speed chase. "Newsday got it wrong," McKeon said, referring to an article that appeared on Wednesday in which he said that Clifford led Rockville Centre police on a chase through local streets.
In a phone interview with the Herald on Wednesday, McKeon denied the published statement, saying, "All we have here is a series of traffic infractions." McKeon confirmed that Clifford was issued a ticket for speeding and another for making an illegal U-turn.
Clifford is more surprised than anyone at the attention his tickets have drawn. "I don't believe this is going on," Clifford told the Herald on Wednesday. "I committed a traffic infraction, and the political climate in Lynbrook has blown things up more than they should have. The officer was doing his job, and gave me a summons for a traffic infraction."
In a statement at the village board meeting on Monday, Clifford said, in part, "When I arrived home on [Nov. 30], a plainclothes Rockville Centre police officer, driving a white Nissan Maxima, was at my house. He issued a ticket for the U-turn and a speeding ticket, and that was that. What has transpired since then is nothing short of defamatory and insulting false rumors about my character. ... There are a few people in our community who believe that democracy gives them the right to be malicious and to defame. They are sadly mistaken. Their actions only reveal their own depraved character."
Adding to the confusion was the allegation that Trustee David Penso and former Trustee Kevin Kelly were on the scene when Clifford was issued the tickets, and that Penso photographed the incident. When asked if he was waiting in the bushes near Clifford's house with a camera, Penso said, "No. I was a block away, and I had my digital camera, because I always keep it in my car. Outside of Richie Clifford's house there was a marked Rockville Centre police car, an unmarked Rockville Centre police car, and former Trustee Kevin Kelly. I was right out in the open. I was speaking to the trustee and the people who live in [a neighboring] house. I was not hiding behind any bushes."
Penso admitted to taking a photo of Clifford being issued the summonses, but did not elaborate on his reasons for doing so or what brought him and Kelly to Clifford's neighborhood just in time to witness and photograph the incident. "I hope that the Herald does not put a spin on any of the events, because I will hold them accountable," Penso said .

Iam no political guru but tell me- the LIP's plan to have the Herald issue that crazy rebuttable article to Newsday was just plain stupid for these reasons:
1. The Herald now has confirmed it is the house organ for the LIP
2. No one is going to believe the Herald over Newsday
3. The anti-Reform party/Pensssso portion of the article has now given Dave the opportunity to address this whole mess at the next board meeting. WHICH HE REALLY HAS TO DUE TO THE ARTICLE.

Wasn't the whole LIP plan to let this thing die. NOW the LIP has invited (actually required Dave) this whole incident to be re-brought uo at the next meeting.

You blame pazmann well let me tell you being on the inside I know for fact he was against RC for the position. He was not able to vote with the nominating committee because as President he was able to over see the commette but had no vote He did try to convince the commette not to elect RC to the position . He prevailed the first two meetings for another candidate but was ogver ruled on the third meeting I know about this because I was there

Well you are technically right. Vote #1 was for Cliffy but than BC got involved and Vote #2 was overwhelmingly for BC than certain LIP members were pissed off that BC came in just under the deadline and stole it from Cliffy so they have Vote #3 and it was Cliffy. BC was a real idiot- He should never had keep his mouth shut like a good soldier. Real smart decision BC- for your silence Scarpato screwed you to the wall three months later. The LIP christmas party held at the new senior care on Ocean ....yes the one one the board gave special rights to, yes that one, well the affair was well .....not so well attended, and guess what , it was free to the LIp although the wonderful Joanie still charged us 32 dollars a head...couldn't we have had a chance to pay a little less,..well the big boys are so scared of who will run for trustees and mayor and even ledwith knows micio can hold a lick to any warm body running that the will need all they can get to put spins on everything ...well see you at the next fundraiser

Once again the GAS BAGS at the LIARS CLUB also known as the REFORM PARTY is giving out false information!! They are very good at that. They couldn't stand to see the LIP have a Holiday Luncheon with out serving up some sour grapes!! I understand they had there Holiday Party in a telephone booth.
Glen offerered this luncheon as a freebee, but the LIP said thanks but no thanks we will pay!!
This group was against Glen from the start for some reason, who knows why?

Seems like the Lynnbrook Board knew about the problem in the reserve for years

The Lynnbrook Board of Education revealed that there was a discrepancy regarding funds in their capital reserve at the regular board meeting held on Jan. 11. Following this revelation, the Herald has learned that this is not the first time policy and procedure has been the topic of conversation between the New York State Education Department (SED) and the board.

While an SED audit report of the Lynnbrook School District in 2000 found that a resident's allegations of misuse of capital reserve funds were unfounded, the state did find cause to make recommendations that the board improve policies and procedures related to the fund. The audit based its conclusion on a review of documentation and samples of expenses charged to the fund, as well as interviews with district officials regarding policies and practices.
Michael Abbott, Director of Audit Services for the SED, was the audit manager for the special review, the results of which were published in March 2000. In that report, the SED suggested that the district pay for capital reserve projects directly from the capital reserve fund. The SED said that this would eliminate the need to transfer funds between the general fund and the capital reserve, and minimize the risk of the fund commingling, which is what the district was doing at the time.
The audit revealed that the district had been paying for
capital projects out of the general fund and then transferring funding from the capital reserve to the general fund - rather than paying directly from the capital reserve. The SED also recommended that the specific account code, project number, or project location be included on checks and invoices to improve accountability. A discrepancy was also noted in that the district used the designation "D" to refer to the capital reserve fund, while the Uniformed System of Accounts for School Districts designates capital reserve funds with an "H."
Abbott said that at the time, the district did not provide a formal written response to the review, but they indicated verbally that they agreed with the recommendations and had, in fact, already implemented many of them.
At the Jan 11 meeting, the Not Allowed Board of Education's revelation was that they may have exceeded the limit of their capital reserve fund, and that they were taking steps to rectify the situation. In a statement read at the meeting, President Phyllis Caruso said that board members believed that they had exceeded their funding limit by about $240,000 after determining their budget surplus for 2004-05, and that after discussions with their auditor there were questions over what their actual funding limits were.
School district auditor, Vincent Cullen of Coughlin, Foundotos, Cullen, and Danowski, LLP, of Port Jefferson Station, said records showed that the fund limit was $10 million, while the district believed it was $5 million. According to Education Law section 3651, the amount for the fund must be in the proposition approved by voters that creates the fund. In Lynnbrook's case, the proposition approved by voters in May 2001, set that limit at $5 million plus interest.
According to SED spokesperson Jonathan Burman, 2005 financial statements show that the district's capital reserve fund limit was exceeded by $241,855. Burman said, this week, that the district "does not have the authority to exceed that amount" and that in response the district has indicated that it intends to submit a proposition to the voters to increase the limitation.
"In these types of cases, we do typically send letters to districts outlining our concerns," said Burman. "These letters explain that the district does not have the authority to exceed the voter-authorized amount and they must adhere to the law. We do not typically ask for disciplinary action to be taken against personnel in charge of maintaining financial records."
Burman added that any residents feeling aggrieved by the action of a school district may file a Section 310 appeal to the Commissioner of Education challenging that action. Information on appeals can be found at http://www.counsel.nysed.gov/appeals/faqs.htm.
Seeking a solution
In her statement at the board meeting Caruso said that the board felt obligated to inform the community of the issue, and that upon the recommendation of their auditor and attorney, the board intends to ask the community to allow the district to continue with major capital improvements by extending the limits of the capital reserve fund. The current fund is set to expire on June 30.
"We're going to try to reach out to the community to explain [this situation]," said Assistant Superintendent for Business Melissa Burak. "It's not something you can read off a piece of paper and understand. You need the face-to-face [meeting] to explain it."
Burak said it was important to renew the fund for another five years, and that the new limit for the fund would be determined by two factors - the district's funding history and the projects that will be needed in the future. Superintendent Dr. Philip Cicero said that "the needs of the district over the next five years" would be the driving force behind the board's determination of an amount they will ask the public to approve.
At least one resident is resistant.
"The taxpayers would do better to set up a three-card monte game on a corner in the city rather than trusting these people," said Larry kncokitoff, a recent candidate for the school board. Aside from making a bid for a school board seat five times, he has filed several actions against the district over other alleged infractions. "I could never win against the board, but [the SED] always seemed to find that I had some valid points."
Caruso said that there would be further discussions of the matter during budget sessions, and that copies of her statement would be available in the superintendent's office. Cullen has been invited to the Feb. 8 Board of Education meeting to answer questions from the public.
