Suffolk should look into this; PA police will slash brass to save cash

The Port Authority Police Department is overhauling its command by eliminating nearly a dozen senior positions as part of a huge cost-cutting effort that is expected to save $2 million annually, The Post has learned.
The secret plan -- details of which are still being hashed out -- includes eliminating at least nine high-ranking cops by offering modest buyout packages of six months' pay.
The plan is being quarterbacked by PAPD Superintendent Michael Fedorko, who was appointed in July 2009.
A PA official acknowledged that "letters have already gone out" to as many as 15 of the agency's most senior cops informing them of the buyout offer -- which will not boost their already generous pension benefits.

Not everyone getting the letters will have to turn in their badges, but some will be forced to take the buyouts -- like it or not.
"Those who don't want to go will be told they have to go," a source said.
In an earlier cost-cutting initiative, the PA announced the elimination of the department's Aviation Unit and the sale of two helicopters.
These moves are expected to save the bistate agency $4 million annually.
Under the personnel plan, four of the department's six most senior supervisory positions -- four assistant chiefs, one deputy chief and one chief -- are expected to be eliminated, the source noted.
Assistant Chief Charles Torres, head of tunnels, bridges, terminals and ports, and Assistant Chief George Albin, head of counterterrorism and criminal investigation, have already indicated a willingness to accept the buyout, insiders said.
The reshuffling plan also calls for further reductions in the next rung of the hierarchy, with five of nine current inspectors also expected to bid farewell.
Two or three current inspectors have indicated a willingness to take the buyout.
The expected cost savings are not insignificant -- the top annual pay is $175,110 for deputy chief,$168,272 for assistant chiefs, $160,238 for inspectors and $152,438 for captains.
Tens of thousands of dollars more will be saved annually through reduced medical and pension costs, and the top brass not having PAPD cars at their disposal full time, sources said.
Under the revamped command structure being planned, the department's 1,700 members will be assigned to four geographical "zones" -- East, West, South and Central -- with each likely being headed by an inspector.
There will also be a greater reliance placed on captains.
But that may be something of a challenge -- since the department currently has only 12 officers holding that rank.

According to seethroughny.org, Suffolk has spent 8,793,455 dollars so far this year on the rank of captain and above. That’s right ALMOST 9 MILLION DOLLARS!!!!! They haven’t handled 1 call, arrested 1 person, wrote 1 summons or done anything to help the public!!! This is waste at the worst. There are 9 ( !!!!) Chiefs !! There are less than 1700 cops. There are also 9 Inspectors, there are 18 (!!!!) Deputy Inspectors, and also 16 Captains. A Pct has a Captain, DI and Full Bird Inspector for WHAT!!! The Chief of Patrol’s office has 4 Chiefs(!!!!!!), a lieutenant, and a sergeant ( maybe 2). The total cost for a whole lot of nothing done in that office is 1,011,608 DOLLARS!!! Chief Mango has made 187,906 dollars this year as of today, he oversees Chief Cuff who comes in at 178,305. Cuff oversees Bob Cassagne, who’s pulled in 174,986 and John Meehan at 176,075. Nice span of control. They in turn oversee 4 Inspectors each who average 170,000. A whole lot of money for not much work. Add in benny’s and their SCAT pay of 250,000 + and you see the waste. Levy picks on the PBA , but the cop on the street ain’t making that and is probably workin a helluva lot harder. The chiefs spend all their time trying to save a couple of thousand bucks, its easy, Retire and we’ll save Millions! The full breakdown is as follows, ( As of 11/27/10)
9 Chiefs- $1,652,021
9 Inspectors- $1,535,367
18 Deputy Inspectors- $2,971,341
16 Captains- $2,634,726 for a grand total again of

SOMETHING IS WRONG WITH THAT!!!
For those of you who don’t know, the highest civil service rank (attained through testing) is Captain. Everything after that is a POLITICAL APPOINTMENT! Instead of doing MORE with LESS, Management is doing less with more. Every position is filled AND there is talk of creating an EXTRA CHIEF SPOT for DI Bergold (and we all know that story). Here’s one plan, A Chief of Department, 3 Division Chiefs and 14 Captains, total cost so far ……… 3,076,599. A savings of at least 5,716,856 (plus benny’s and reduced SCAT checks), nothing to sneeze at. The only person making decisions is Dormer and even he has to run em by Levy. The whole upper echelon of the department is fluff. At today’s starting salary, that savings would probably pay for an entire class of young, motivated cops who can actually make a dent in our rapidly sinking county. Or pocket the cash and roll the dice, either way, you can see the waste. There are no more hiding spots for PO’s in HQ, but it is a corn maze of bosses trying to look busy.

Well, if anyone can get it done its Stevie, but I doubt even Stevie can tackle that load of brass, especially in an election year.
PBA is too tough, unless it is sold by increasing some cops on the street for the RIF of the brass,

Great research and very accurate review of the upper echelon but you missed one point. All the Chiefs and Inspectors have the right to bump down to Captain if their jobs are abolished if they choose to go that route instead of leaving. This would create a bump down of Captains, Lieutenants and Sergeants and would eliminate those Sergeants into PO positions eliminating Officers from the last class hired. It would save a lot of money.

Nah, never happen.

The PBA represents police officers. Ranks of Sgt. and above (ie: "the brass" )are not in the union.

Tackle??? Why would Stevie go after the ones who fund his campaigns? He may have done some boneheaded things in the past, but he knows better than to gut a golden goose.
