The trouble is it won't work...they will kill someone just as soon as look at them and you think a civil injunction is going to keep them off the street? At best it will serve to spill them into other areas. It only moves the problem . it doesnt solve it.

I somehow don't see someone standing up in court saying I'm a scum bag gang member and I want to sue the county for not letting me deal drugs, steal, kill etc. I don't see a lot of that happening.
