The county was supposed to been setting funds aside to cover the cost of their employment contract with all the county unions. Instead the county spent every dime they had never setting anything aside as required. Now, some how it is the employees fault. Your hero is creating a situation where the county will not be able to provide basic, vital services. At some point the CE (Steve or the next one) will be forced to hire and the impact to the taxpayer will be dramatic. But wait, it gets better. The catch-up hiring will create large groups of new hires which will impact county finances worse than gradual hiring. They will gain pay steps as a block and will retire as a block, magnifying the pain for years.

Levy made the demand after Sawicki on Monday blocked Levy from putting a $61,726-a-year photographer on the county payroll.
