View Full Version : Dear Ms. Murray - TOH Exempt jobs - how do you get them?

One day over a year ago I just dropped by the Town of Hempstead Civil Service Office and ambled through the civil books they have filled with civil service jobs. I dropped off some self addressed, stamped envelopes for the ones I was interested in, like they told me too, so when the exams come up, they'll send me an announcement. Well, no announcements so far.

I also stumbled by some jobs marked "exempt" and so for those, I dropped off some self addressed, stamped envelopes for which I enclosed my resume - job application, figuring that when it came time to fill those jobs, they'd take a look at the applications on file.

Well, what to my wondering eyes did I behold - more than a year later - but in my mailbox was one of my stamped, self addressed envelopes! Tearing it open I found my resume enclosed around a standard form letter upon which this box was X-d out:

"No examination is to be held by this Commission for the position about which you inquired. It is suggested that you contact one of the agencies listed below" and they list Nassau County Civil Service, Suffolk County Civil Service and New York State Civil Service.

Already thoroughly confused, since the position about which I inquired was an exempt position in the Town of Hempstead with a TOH civil service job number and was within a TOH department, I then read the handwritten line which was penned in after the standard form finished telling me where else to go - someone printed in by hand (very neatly I might add):

"Exempt class - no test give (sic) - we do not accept resumes".

So now I ask you - if there is no test given, and resumes are not accepted - how does one express an interest in an exempt position within the TOH and pray tell - by what mechanism does one get hired?

I'm not sure what the purpose of sending back the job application was - why not just throw it out if they didn't want it? Why bring attention to their little scam?

Are you sure there wasn't a stamped, self addressed envelope enclosed with your resume with one of those donation cards in it? Maybe you were suppose to send that back with the money.

The hypocrasy here is unfathomable.

There is nothing wrong w/ patronage. It is patroange abuse that is wrong. But, to fill a job with a qualified person that is loyal to you and believes as you do is really just common sense. ("To the victors go the spoils")

The fact is that BOTH PARTIES DO IT. And, the Democrats and Suozzi actually pui the Republicans to shame on this. They learned from the masters and perfected it. Unfortunately for them, the democrats have been pretty sloppy in terms of how they execute this and have left themselves open for crticism.

But, then again, Newsday would have to actually expose BOTS sides' abuses, not just Republican abuses.

Do non-civil service jobs have to be advertised at all? Even the high up ones like county attorney or commissioner of something?
Even if the fix is already in and they know who's getting the job in advance, do they still have post it somewhere to maintain appearances? Because otherwise, it seems bizarre that it would be posted at all and even more bizarre that TOH would have sent the first poster a formal notification that the job was not available to him...and of all the jobs he/she applied for, why was it only that one that he received a correspondence about?

Jobs such as county attorney or the various commissioner appointments do not and are not posted. Sometimes, and in very very very very rare circumstances there maybe an ad in Newsday or trade publication. Never really have seen one though, but it could happen....hell we have Lorna Goodman don't we as county attorney....

The really critical question here is: Why would you ever want to work for the Town of Hempstead to begin with? Seems like your job staisfaction would be just as great working at Dunkin' Donuts.

an exempted position is still a civil service position - just that you are exempted from taking a civil service test. It is different from a patronage appointment - or should be. Apparently not in this case since they refuse to even hold applications until the position becomes vacant. If it had a civil service number and was in the civil service book then it is a civil service job. Why they would refer anybody elsewhere for a TOH job is senseless and the only reason they were probably going through the file after almost a year is because they had someone in mind for the job and wanted to give it to them now while they are still in office and could do it. TOH also doesn't have a place on it's website for job listings either so if they don't run exams and refuse to take applications then obviously the only way to get the job is by phone call from someone.

Any conservatives have jobs there or is only Mondello - Parola - Gross types? What about Indies - any representation in any jobs - garbage collectors at least?

Classic 1% of salary to the party? Is their structure really that formal and organized anymore? Do they actually check employee by employee to see if you're contributing your share and fire you if not? Is there still an established hierarchy you have to go through (committeeman, to zone leader, to town leader, etc.) or is it just being a friend of a friend, or a relative or a friend, etc....just knowing someone who has the ability to make a phone call and hook you up and cares about you enough to do so?
