Democratic County Executive Steve Levy today intends to propose hiring 20 percent of recruits from the county's five top crime areas starting in 2007 to boost the number of minorities in the Suffolk County Police Department.
Levy is scheduled to announce his plan at a Suffolk police academy in Brentwood. The plan, which Levy's Republican opponents branded racially insensitive, aims to replace a minority cadet program struck down as discriminatory by federal court in 1997.
The proposal, which needs approval by the U.S. Justice Department, would require that up to 20 percent of the 2007 recruit class be selected from the five communities with the highest number of felony arrests. Candidates would be selected based on the highest scores of the police civil service test by individuals in those five ZIP codes. Hires from the high crime areas would be assigned to patrol in those communities.
"We believe this program will pass constitutional muster, because it is focusing on the highest rated crime areas within the county as opposed to specific race, gender or ethnicity of individuals," Levy said.
Levy aides say the targeted communities will include Brentwood, Bay Shore, Huntington Station, Central Islip and Wyandanch, though the county executive last night said the number could be expanded later. Levy said the county expects to submit the proposal to the Justice Department later this week.
"You've got to be kidding me," said Legis. Peter O'Leary (R-Moriches). "It appears that the county executive is equating high crime areas with minorities. If I'm a resident of any of those five ZIP codes, I'd be insulted."
However, Yvonne Quirk, president of the NAACP's Islip chapter, said, "When you look at the high crime areas, where are they? In the minority community. I don't think it's a slap in the face, I think it's a realistic approach to a problem."
Legislators also would have to approve the proposal. While applauding efforts to boost minority hiring, Legis. Vivian Viloria Fischer (D-Setauket), said, "Putting a geographic restriction that creates an equation that is offensive to minority groups is not the right way to couch the initiative."
Legis. David Bishop (D-West Babylon), who has tried to revive the cadet program, said, "It's a good idea to come up with something. I don't know whether this is that good idea."
Alan Schneider, county civil service chief, said that state law does not provide for giving preference to applicants who who come from specific geographic areas. "The law is simple that hiring is based on rank order from highest score down," Schneider said.

To all of you SCPD candidates or those who plan on taking future exams, better back your bags and move to either Wyandanch, Huntiington Station,Brentwood, Bay Shore, or Central Islip, otherwise you can forget about being hired!!! you gotta be kidding me!!!! :roll:

Can anybody else see that this is a horrendous idea? First of all, this is reverse discrimination. 20% of a class is going to be reserved for minorities regardless of how they score in comparison to the rest of the candidates. How can you expect people to spend 100 dollars just to take the test if they are already put at a disadvantage just because they don't live in a crime ridden neighborhood. What about those candidates that live outside of Suffolk County that live in crime infested areas of brooklyn, queens, and even parts of Nassau (Hempstead for example). Are these people going to get the same advantage? I for one believe that the Police Dept should reflect the best candidates for the job rather than be forced to try and reflect the socioeconomic makeup of the county. If the best candidates are white, black, hispanic, asian, female, etc...., then these are the people who should be hired. The test is the same for all people. If you can't pass the test or score high enough to make the cut then I'm sorry but that is the way it is. With foolish ideas like this one, this job is going to turn into the NYPD very quickly (no offense to any city cops, worked there myself for several years). This is obviously an attempt by Levy to secure minority votes for the next election.

I agree 100 % but this is nothing new. They have been discriminating against whitey for over 20 years now to try and bring the numbers of minorities up to what the Justice department thinks it should be. They have tried EVERYTHING to do this . The CSA Program that they used to hire minorities and females back in the mid 80's was not available to white males. They tried it again under a different name ( interns ) which again was only available to minorities. They made tests that were supposed to give them high numbers of minorities in the higher grades- that failed. They have tried banding test grades and lotteries and nothing is working for them. This is what Liberals do. They discriminate but give it a different name. It's action against whites, affirmative. I say just go to the colleges around the tri state area and recruit only the best minority students from all of them. Give them the job ( about 2-300 should make them happy) . No test , just give it to them. Then maybe for the next 20 years or so we can get back to hiring only the most qualified individuals and judge them not by the color of their skin but by their abilities.

Geographic area? I hope everyone can see this is just a Levy ploy to give a speech saying he is helping the minority community. There is no way the SC Legislature or Justice Department will ever approve this.
I have to ask all of the SCPD hopefulls about what they think of this. Sorry.. you have earned a good living and live in a nice community. Your chances of being a SCPO are now limited.
And as a resident of Suffolk County, I want the best canditates to apply and get selected to enforce the law. Not based on a particular community... it doesn't make ANY sense.
Now if someone cannot afford the $100 application fee due to an economic hardship, I am complete in support of waiving that fee if it truly applies. This way you can keep it even and people are not held back from applying to become police officers based on economics. But to give them an advantage over other qualified canditates? No way.

How many summons will I write or arrests will I make in my own neighborhood thing, how many of my neighbors domestic situations will I be privy to, how many of my neighbors will I commit.?Horrible idea, just think of the reprecussions within the neighborhood for you, your house,car, dogs etc., your kids, wives husbands.
You dont poop where you eat, better to have non-residents of that particular sector patrol it. Too close to home, plenty of other neighborhoods and cops to go around.

If Levy can't see the multitude of inherent problems with this assinine idea he shouldn't be mowing the lawn in a county park, much less be county executive. By saying he is going to hire minority recruits from high crime areas and then put them back in there to police their own he will effectively isolate a known problem area and rely on the community to heal itself. What does he want to do next, put a bio-dome over it? Why not just transfer in a few dozen Tonton Macoute from Haiti?
Politicians just can't seem to stop pandering and groveling for votes. There are job openings. You take a test. You score high enough, you get hired (assuming you pass the background, etc.). What's so f***'n hard to grasp? Civil Service is there as a legal guideline, not an obstacle course. If you want something bad enough you study, train and work to achieve it. It's called accomplishment, the opposite of handout.

It's all true, and for the guys with time on the job, she was found in possession of another PO's gas card....The dope didn't realize the usage is recorded along with the fleet number of the car you are putting gas in and they traced it back to her...but of course,nothing happened

How about all the white guys who have commited much worse crimes and were allowed to keep their jobs. Some of them big bosses. And they still walked around like they were better than everyone. Being a cop for 23 years and 3rd gerneration (father NYPD and grandfather in Fla) I think I have a right to my opinion. She does a good job and is a lot nicer to be around then some other officers.
And by the way, I've lost several maglights and hangstroms in pd's. A lot of cops seem to have sticky fingers.

Absofukinglutely. Her Sgt. tried switching her down in vain multiple times to scratch her book. She wouldn't answer up. The Sgt. went looking for her and got into a pursuit w/ her on Rte. 112 in a construction zone. She did minor damage to the car and was driven home at the direction of her Sgt. by another on duty PO. As for the .30 thing, I'm not too sure about that, sounds like an embellishment.

Ooops I shouldn't have said all of that, you might send one of your "detectives" to my house and felony criminal mishchief my car because I spoke not nicely to you. What do you do w/ a PO who gets drunk and kicks and stomps every fender of a car in a 7-11 parking lot because a white woman called him to task for parking too closely to her car so that she couldn't get in when the PO was drunk? Well if it's a minority PO you assign him to the geographically closest police facility which was the Police Academy where he spent the entire day working out in the weight room for numerous months until the smoke clears and then you promote him to Detective and send him to Bias Crimes. If racial tensions are running high in the dept. you have no one to blame besides the person wearing the Det.Sgt. tin.

Here is an Idea ! Anyone wanting an aplication to take the PD test must pick it up at HQ. The fee will be paid by Money order only.
At that time He/she will be given a NUMBER . That number is there Only ID. No name or address will be on the Aplication. No info. on the aplication will be designed to indicate there Race, sex, ETC.
They mail in the aplication with a money order [ if it has not been paid at HQ]. There notice of acceptance or denial will be posted by NUMBER only on the internet. [ or posted in the libary or post office] All libaries have free internet service.
When they take the test they will be IDed by there number.
When the scores come out who could bitch?? the PD didn't even have there name?

All I know is my school is a hell of a lot safer than any school in Wyandanch. My school doesn't have Police responding to it every other day! The houses in my area all have front doors and front lawns. A black kid can walk down my street without getting mugged but I know a white kid can't do the same in Wyandanch. Oh thats right, it's all because of slavery 150 years ago. It is my fault I appologize.

Absofukinglutely. Her Sgt. tried switching her down in vain multiple times to scratch her book. She wouldn't answer up. The Sgt. went looking for her and got into a pursuit w/ her on Rte. 112 in a construction zone. She did minor damage to the car and was driven home at the direction of her Sgt. by another on duty PO. As for the .30 thing, I'm not too sure about that, sounds like an embellishment.

Here is an Idea ! Anyone wanting an aplication to take the PD test must pick it up at HQ. The fee will be paid by Money order only.
At that time He/she will be given a NUMBER . That number is there Only ID. No name or address will be on the Aplication. No info. on the aplication will be designed to indicate there Race, sex, ETC.
They mail in the aplication with a money order [ if it has not been paid at HQ]. There notice of acceptance or denial will be posted by NUMBER only on the internet. [ or posted in the libary or post office] All libaries have free internet service.
When they take the test they will be IDed by there number.

Levy is grandstanding again! The exam for police officer is a CIVIL Service test. This was done for a reason (I have not forgotten about a PRIOR incident involving the test). The justice department has been involved in recent exams as it regarded minorities. We have minorities on our job who go to work everyday do their jobs well and go home to their families like everyone else. There is a percentage, unfortunately who make those hard workers jobs much harder because the stir the pot. (One, recently retired, is rumored to become the next Dep Commish).
To ALL candidates, the test is fair. It matters not your race, where you live,religion, ethnicity, sex or sexual preference. You have to APPLY yourself to pass it, you'll need to be in the 90's-high 80's to most likely get hired. Take prep courses if you think you need to. Then ther's the rest of the other things, physical, psch, polygraph, backgroung, etc. If the County Exec is willing to hire officers, then you may be as fortunate as we are. Yes, we complain about the job, but we've been here and seen things that need addressing--from sector car shut downs, the illegal cadet program, and now Levy's plan to play games with the hiring process. That hiring process will DIRECTLY affect YOU. Contact your County legislator and let them know how you feel about this!! Remember, it does not appear that the County will be hiring in large numbers. Don't sit idly by and let this off the wall plan happen. Protect your future career!

I'm not defending what she did, never did I do that. I am defending what she has become. Unlike many other officers who keep screwing up and don't change. They keep taking a verbal or the lose of a few days but keep screwing up.
The last thing I am is a liberal. I am very conservative. I take people for who they are. I can name useless white detectives who have a hook, as well as minority ones. I can also name good detectives on both sides however they got their shield. I don't believe in hiring quotas or narrow-minded people who air dirty laundry here instead of using the forum effectively.
the 2007 class will be from this current list,i recieved a 90% on the test and i figure to hopefully be in that class,are they going to take people who scored lower than me because they live in a certain neighborhood,if so that would be a great injustice and hopefully would be fought by the powers that be.

The Suffolk County Police exam is an OPEN civil service exam. There is no bias in an OPEN exam of this type. The test takers with the highest grade are called. They must show up in business attire on time to meet with a background investigator as well as pass a "so called" polygraph, physical, agility and psychological exam as well as complete a seven month academy. The bottom line is that the people with the highest grades and cleanest backgrounds are awarded with the Suffolk County shield. There is no discrimination any where in the process. It is open to all who take the test.

Let me see, troll. Between 1994 and 2004 suffolk has given 3 exams to enter the Police force, out of the 3 exams close to 65,000 potential recruits ponied up 100 bucks a pop to take the test. Out of the 3 tests there were over well over 1000 lawsuits over disqualifications, and 1 test was thrown out. A total of a mere 400 officers were sworn into service from these 3 last tests.

Ha, had you done well enough on the test to reach orientation, you would have met ;lawyers, nurses, teachers, brokers, emts,paramedics,accountants.
In my class we had a good mix of the above,plus a federal agant Alcohol and tobacco, a Secret Service agent, and a pro rugby player, just about all the graduates had a college degree. All of this is public record, easily verified.
Neurosurgeons? hardly, but again of the 23000 applicants for my test only 400 were made cops. SCPD had their choice of whom they wanted, and they picked the best qualified.

Can't say that about Wyandanch. Gotta be 90-95 % black and the whites living there won't be taking the test , they probably all have Criminal records.

Can't happen - I see it in my crystal ball now . . . I-N-J-U-N-C-T-I-O-N. You idiot! The county was able to "cherry pick" 400 candidates out of 23,000. At last count more than 50% of the SCPD had a college degree. Many others served in the army, navy, etc. Many still serve in the reserves and are currently in Iraq defending your right to say stupid things. So there goes your asinine theory. You dont know what you are talking about, of the 23,000 applicants over 200 were investigated for each of the 400 positions, there were many people with scores at 90 who never even got called for a interview, as the list expired.
In my class, nearly every person had a 2 year degree, minimum, not that that is a sign of intelligence, just schooling.
I agree with the poster who stated there was numerous professional folks jumping on the police bandwagon, and of course all the prior time leos, who had a degree as well.
No one is claiming minorities cant do l.e. but to hire someone because he/she is a minority over a more qualified person is wrong.

The county didnt just hire the top 400 names on the list... they interview and passed the candidates accordingly.
At the orientation I attended, there were people walking out in droves. At the mention of a drug test, license suspenions, criminal convictions, dwis.
Then at the physical test out of the 30-40 tested, nearly 1/2 failed one of the initial tests.
Then the pysche and background, where most of the people who flunked. Out of the row of people I sat with,from orientation only 1-2 made it to the polygraph.
My friend had a 92.5 on the test and never even got called, they never reached him. They went through about 10,000 candidates to pick the 400ish recruits, and even some of them, around 20-25 were fired at some point between the beginning of the academy and field training.

You are a troll, you go to college in scpd and even get about 20 credits towards a criminal justice degree. Unlike ''real college'' the minimum passing is a 80, and its a real course taught by certified teachers, and there are no gimmees you have to pass everything or you are fired. I scored a 89.75 in the class and was below the median (91).
There are additional areas such as emt certification, that take several weeks, with a tour in the hospital and the nys exam.
And I did do college 3 years, in business admin, same average in there(90) and was far higher in my class, top 30%. Its no walk in the park.

Gee thats funny, most of the guys I work with qualified for bike patrol school.
Considering we have a good gym in our pecincts that are packed every day, plus we get nice discounts at any gym on the Island, I dont see many walking donuts out here, granted some of the old timers arent in shape, but I'd hesitate to run from most of the newer classes.

Hey I got an Idea, take the next test just for fun, and see how well you do, remember more than 2 questions wrong, you are probably not going to make it.
Then assuming you do well enough on the test, go through the application procedure, and see how far you get.
Then decline after you've passed everything, unless you got the nuts to go thru the academy which is pretty hard, not as bad as basic in the army(Thankfully) but harder than the citys academy.
Certainly more than a dead end like you could handle

Suffolk County Executive Steve Levy announced a new and highly controversial initiative to lower crime rates in four previously announced neighborhoods: Mastic, Huntington Station, Brentwood and Wyandanch- by hiring so-called "part time" police officers drawn from the ranks of the local villages, Nassau County and New York City police departments. The plan was immediately blasted by the powerful Suffolk County PBA.
In a news conference at Suffolk County Police Headquarters in Yaphank today, Levy lauded the plan as a quick and effective method to place experienced and trained officers into neighborhoods that need assistance. "This will require a change of law, but I believe that this plan will work and make the streets of this County safer in a quick and timely manner."
Levy proposes hiring the officers at a rate of $35.00 an hour plus a uniform maintenance allowance. Officers will be authorized to wear the uniforms of their own agency; conceivably, residents of Huntington Station or Mastic could end up dealing with uniformed Nassau or City officers on routine calls.
Suffolk PBA President Jeff Frayler immediately blasted the idea. "Suffolk County will not be policed by New York City's officers, end of story." He further said that if the County were to move forward with this plan, the PBA would be forced to take some sort of job action, whether it be by legal means through the courts or possibly an all out strike. "If they do this, they better start hiring a lot more City cops because my people will be out walking picket lines and leaving this County-and its taxpayers- wide open."
Levy did not think that Frayler had reason to be concerned. "The other agencies are meant to supplement police services, not replace the hard working and professional officers that this County has had the luck in recruiting."
