Actually, everyone would be happy to just see the 1 month/year go through so the payroll would lighten up. 2 months/year would cost the municipalities too much money and it wouldn't make financial sense for them to take it.

Would be per year WORKED in NASSAU County or are the Nassau taxpayers gonna be saddled paying an extra month or two per year these Suozzi appointees spent working for the County of New York too????????

This bill is so hard to follow. I have gotten 2 different answers on my question. Is there a penalty if you have over 30 yrs, but are only 52 ? If there is a penalty, what is it, and how is it applied? In 1 part of the bill it says if you have over 30 yrs there isn't 1, but in another section it mentions 5% for each yr under 55. Can anyone answer this?
BTW, my state assemblyman and senator have NOT been able to answer this for me as of yet.

I'm in a similar situation. 53 with over 30 years. Based on people I know who retired with the 2002 incentive it's like this. It's 5% penalty per year (pro rated for partial year) for age under 55. So 52 1/2 would be 12 1/2% penalty.
My understanding though is that the 5% penalty is taken off of the pension number (smaller) the additional credit on the 3 yr FAS (bigger) number.

Ok then the way I read this is that if say for example you had a FAS of $50,000. They would take 15% off that if you are 52. Correct?

Let's say you are 52 with 30 years of service.
at 2% per year single would be 60% times Your FAS in this case 60% of 50,000 or $30,000. then reduce $30,000 by the 15% gives $25,500.

42% of your FAS and 5% off of that. So if FAS is $50,000 it would be 42% of that for single or $21,000 less 5% would be $19,950.

Part A of the bill refers to being 50 years old with 10 years. My question is this can I retire under this incentive if I am 58 years old with 19 years? Also, would I be entitled to the extra months given under this plan?

Yes you can but the only benefit is the extra 19 months of service.
You will still get the age penalty of 18% for being less than 62.
I'm not sure if they count the extra credit towards giving you 20 years for the 2% per year.

Any clues as to why Mangano would make the window for part A only 45 days? That's only going to reduce the number of people taking the incentive.

Perhaps but at least the last administration wasn't afraid to make personnel decisions & stick to it. They cleared out departments & filled them in with their own people & the holdovers who wouldn't play their game their way got fired. Now you have such a mix match of people with a couple picks from here and there thrown in that nobody knows what their doing nobody trusts anybody their working with and nobody expects their jobs or this administration to last behind this term. So its all about taking as much as you can get and delaying it for as long as possible. Sad sad state of affairs.
At least when Suozzi came in, you knew the rules if you wanted to play.

To hire alot of underqualified hacks who he thought would help elevate him and his candidates to higher office.
He also used the money Gulotta arranged for before he left that he got in from the Feds & State , the bond he floated, and NIFA - also negotiated by Gulotta before he left.
Highest gas tank prices in history & huge sales revenues - all gone in 4 years.
Maybe it took the republicans 30 years before the budget took a detour off course. The democrats did worse damage in better times - in 1 term.
Why are so many of them still working for Mangano?

There aren't many of Suozzi's appointed hacks near the age of retirement & since Mangano & his people are such jelly fish & won't fire them - mostly all of them will be staying on.
Maybe a couple dozen low level civil service people might retire - most of them would have gone anyway. Its not gonna be much & won't affect the bottom line except to add pension & health insurance payments to the costs side of the ledger.
The administration screwed up personnel big time. Huge. Everything they uncover from now on - is gonna be left on Mangano's doorstep for making the decision to keep the hacks.
They & their messes are all his now.

The entire county attorney's office except for maybe a dozen new people are all holdovers & the entire assessment office except for a half dozen committee people are all holovers. PD commissioner, probation department, social services department, juvenile detention center, family court, sheriff's department - all chock full of holdovers except for a handful of new employees.
Ed is screwed. We wouldn't work for him now if he paid us tripled what those fucking holdovers are getting paid.

There are holdovers but they have civil service status now - they are the DSS liasions, the probie officers with the mint assignments and off site workers - uncertain if they're even showing on the probation budget.
Also - the medical center & health department is filled with patronage jobs & although private concerns - I've heard Hofstra Univ. & NCC have become mills for Dems too. The turning tide I suppose.
