Levy tells Suffolk commissioner to stop working as security consultant for his former employer; legislators surprised by revelation

Suffolk County Executive Steve Levy has ordered Police Commissioner Richard Dormer to end a consulting agreement he continued with his former employer - Sports Plus in Lake Grove - after moving to head the 2,700-officer department last year.

"When I found out, I told him to end any affiliation with the organization," Levy said. "From an appearance perspective, it's the best not to have such ties."

The police commissioner, who worked as security chief for Sports Plus for about seven years after retiring from the department in 1992, said in an interview he will end the agreement at month's end.

Levy said he only learned from Dormer of his business arrangement last week after the commissioner confirmed to Newsday that he had an ongoing "month-to-month agreement" with the company. Dormer declined to say how much the agreement pays and executives at Sports Plus did not return calls for comment.

Dormer, who holds a state private investigator's license, said his agreement permitted Sports Plus to use his license to hire security personnel rather than use an outside security firm. He said his agreement involved no other duties. "I didn't do anyting improper or illegal and they didn't get any special favors from me," Dormer said.

Dormer earlier drew fire when it was revealed that he was receiving both his $115,000 a year police salary and a $67,000-a-year state pension.

Legis. Angie Carpenter (R-West Islip), chairwoman of the public safety committee, said she was "shocked" to learn of Dormer's outside job, particularly when he indicated a day earlier he was too busy to attend all committee meetings. "How can he do that when he is such a 24-7 police commissioner?"

Legis. Cameron Alden (R-Islip) said that the police commissioner should have disclosed his ongoing consultant role when he was confirmed as commissioner last year. "If you are going to err it should be on the side of disclosure," he said.

Dormer said that he listed his business relationship with Sports Plus last May in his financial disclosure form filed with the county Ethics Commission. But commission chairman Richard Johannesen said that until recently the board lacked the staff for review.

Dormer has not responded to a separate executive order Levy issued last December directing the county's top managers to disclose any outside business relationships. Levy issued the order after his predecesor's real estate director Allan Grecco did private title work while in office for a developer who sold land to the county.

Edward Dumas, Levy's spokesman, said the county executive thought Dormer had "severed all ties" with Sports Plus when he became commissioner. "He was not pleased to find out that he had an ongoing business relationship," he said.

Just as we don't want our Police taking a free cup of coffee, or our teachers accepting free "educational" travel junkets, it's abhorrent that our Police Commissioner was accepting a "consulting fee", from a private company in suffolk...especially when he admittedly didn't have to actually do any work to receive payment!

Is this what Mr. Levy intended when he founded the "stop corruption" party that got him so may votes in 2003? What other secrets is Team Levy hiding from us? What kind of example is this setting? What happened to Levy's ethics director?

Spota has Levy right where he wants him. I don't think anything is going to come out. Spota can get anything he wants because he knows he can end a Political career in about 30 seconds.

Actually do you even understand the issue. The fee was for the use of his private investigator license and he had disclosed ot to the Board of Ethics. Just because the Board of Ethics was too stupid not to read their own forms, is no reason to be upset with the commissioner. Be upset with the inept Board of Ethics.

Why didn't the commissioner disclose this during his public safety confirmation? Why didn't he mention it to his boss (Levy)? Why didn't he disclose it pursuant to the above exec order?

I'll tell you why: He obviously knew that it wouldn't look good, but wanted to collect another salary. There is no other reason. This is an OBVIOUS CONFLICT AND EXPRESSION OF POOR JUDGEMENT ON THE PART OF MR. DORMER.

It isn't good enough for a public official to hide behind the sentiment "well...I buried it in my ethics forms, and you guys should have uncovered it yourselves".

I'll bet this is a first step that the C/E is taking to get rid of RD, and he'll probably be out of the PC job b4 summer...Somethings going on behind closed doors and I think Steve no longer wants RD around. He's given him some bad press....The re-deploying fiasco isn't quite working out the way they hoped, and the legislature doesn't seem to care 4 him either....

Is this why we are asked to step up patrol on all 3 tours in that general area, when crime is at a all time low in that same area?

Anyone who holds a PI agency license can do this. It's been that way for years. There is nothing wrong or ilegal about it.

And get this, if you get hired by a PI agency, you have to be employed by the same agency for 3 years before you plunk down a huge wad of change to take the test.

BUT! If you are a police officer, you do not have to wait three whole years. You can take the test right away.

And getting a PI agency license is just the next step. So he's got the brains to use his profressional license to earn added income and you don't cause your all caught up in yourselves.

Either get with it or don't. Stay at the base level that you are because you do not have the smarts to move forward while allof you display pure jealousy. And be the smuck crying sob babies that you all are. You will all turn into bitter old fools living on a small pension, criping about high taxes and living on cat food. And that pension will be small when you reach retirement age.

Above is a quote from Newsday. How stupid can this Richard Johannesen be ? You would think :D :lol: he was talking about the hiring of a janitor instead of the most important appointment the C.E. has had to make. They did not have the manpower until recently. So Dickie Johanneson couldn't find the time since May to read the forms himself. How many County managers are required to file financial disclosure forms w/ the County? I'll throw out a number that I have no way of confirming. 100. Lets for arguments sake accept that the financial disclosure statement is maybe 3 pages long. So what we are to believe is that Dickie Johanneson personally is incapable of reading 300 pages in 10 months. I think we need to review how much and why we are paying anything for his services. More waste and fraud by another Levy appointee.

You dont get it, its a issue of ethics, Dormer is running a Police Dept. he is not supposed to have any ties to any other job, especially one within the juridsdiction, inthe security field. For a regular Po we need clearance from H.Q. to work any second job,
A commissioner isnt allowed period.
As far as wanting to be a commish, no. Its a 4 year gig, civilian, especially if you work for levy. The cat food thing is cute, if things get so bad out here I'll just take my 70k pension sell my 500k home and live in my summer home in Virginia, or vice versa, considering both are paid for.

HMMM check on his "former" place of business. We're visible to his former bosses at Sports Plus. Sadly, because of his removal of sector cars on the midnights in the 2nd Pct, we're NOT visible to his neighbors. I guess he's keeping his options open in Sports Plus. I am waiting for the Public Safety Committee to flip out as to why he neglected that tidbit of info. during his confirmation hearings.

A question for the cops out there:

What is the procedure an officer must follow if they want to work a second job. I'm assuming you must get some sort of permission first...

Also, are you limited in what you are allowed to do? I always thought cops weren't allowed to work as security guards on the side.

Right thats why I invested in 2 houses, paid them off, paid less than 200k for both, sell either for double.
My pension is state employee, aint going anywhere, I fully presumed soc. security to be gone when I planned my retirement, So I'm not concerned about it.
As far as life events you are right, any day could be the day, you dont have to remind us, we see and live it, as far as the nuts, bring 'em I'm willing to bet I got mo' bullets than they got bodies.

Income and affiliations aside, Dormer is not breaking any laws by "consulting" for sports plus while working as PC. Is it a MAJOR breach of ethics? Absolutely. But it's not illegal.

With that said, someone beyond the Levy administration and his "ethics commission" should look into the past 14 months and ensure beyond a shadow of a doubt that the PC didn't give any benefits to sports plus based on this relationship. That means he should never have been seen there on county time, or have diverted any police resources/assets there. Once this is done, the whole issue can be put behind him and the Levy administration as written off as a lapse of good judgement.

History should be everyone's guide. Look at what the NYC department of investigations uncovered regarding former NYPD PC Kerick while he served under Gulliani. Levy has higer ambitions...he should order a thorough analysis be conducted by an outsider.

Quick question when this girl in dunkin donuts is in danger, gets robbed or assaulted, who is called?

Get real, very rare does someone go up to a cop and try to rob or rape him, but we are the ones to respond when that happens, every crime that occurs or every person that is hurt we respond, that is how I would imagine we see it and live it every day.
We dont get 36 sick and personal days either I only wish, try its around 20, nor have I ever taken off 5 weeks, and as far as the shift differential, its commonplace in most businesses.
Just wait, the next contract will run you right off the Island.

What even bothers me a little more is he had the balls to stop evryone from attending the former Commissioners retirement and Proclamation Day. Not to mention put a gag order for all not to talk about not being permited to attend. Meanwhile all the long he had his own dirty secrets. He should go with his litte buddy Steve and never return, between the 2 of them, they have ruined this Department and all its moral.
