Once again the County and its Department heads keep the workers out of the loop. Why? What deals once again are being cut? What 'spin' are they now feeding the taxpayer?

The County was deluged with 911 calls after this last rain storm. The current 911 call center could not handle it .. Not only because of trunk lines, as the DEPARTMENT (NCPD) portrayed .. WORKER SHORTAGE was the big problem. STAFFING LEVELS CUT THROUGH THE YEARS, EVEN THOUGH VOLUME HAS INCREASED.

LISTEN TO THE WORKERS WHO WERE THERE THAT DAY DOING THE JOG OF TAKING CALLS. There was chaos in the bomb-shelter that houses the 911 call center - and a worker shortage. That Sunday, at times, had only 4 call takers for the entire County.

PD can play with numbers. The Support's office gives you what they want you to hear. SPEAK WITH THOSE plugged into the consoles and the Supervisors (CSEA people). Ask the Union. SPEAK WITH YOUR WORKERS FOR A CHANGE.

Now Mangano states in the April 1st Newsday article:

The new center will have 38 console positions, compared with 19 now. Mangano said no new employees would be hired for the expanded service.

Well, Mr. Mangano, you can 100 consoles (call stations), but with staffing levels reduced to 4, 5 or 6 people on a shift (actual people TAKING calls that is.. don't count employees on a shift that have a job function in an administrative area and do NOT take calls .. this is a PD ploy to play with numbers). There are paid 911 call takers who have not taken a call in years and years.

The County has a right to do that. However, don't add the additional burden of the extra calls of those working within their title by shorting the staffing levels of actual call takers. Don't screw the taxpayers with another situation of two weeks ago.

Yes, Mr. Mangano, you too are being fed a line of crap. There are 911 call takers working @ the center .. paid as call takers .. but do not take calls as their NORMAL EVERYDAY position.

Look into it. Check with your labor Union. Ask the workers at CB. The workers, that is, that actually take calls; get watched; adhere to time schedules .. unlike those workers the PD would rather you speak with.

Tell Mangano to go back and read the audit of the 911 call center.

All those highly trained 911 personnel doing clerical work. Why is it that the county pays those who are supposed tobe taking calls 80 or 90 grand a year to file alarm permits? The supervisor of alarm permits made 105,000.00 last year! What do the girls in the fire marshall's office get to do the same job? About 40 grand, as it is a clerk job.

Why does the NCPD have five 911 call takers doing time and leave for 200 people. Some of them have worked here for only a few years but they get weekends off,never work Christmas and VIOLATE the seniority clause in our collective bargaining agreement. ANOTHER LAWSUIT COMING.

Mr. Weitzman said, “The Bureau needs to take a two-pronged approach to its personnel problems, not only adding staff, but also using existing staff resources more wisely. Chronic understaffing should be addressed in the most efficient way possible – by redeploying 911 operators who are currently assigned to administrative duties, and replacing them with appropriate personnel, freeing 911 operators to do the skilled work for which they were trained

Auditors found 21 trained 911 operators who were performing administrative functions not directly related to 911 operations. The report recommends redeploying 15 of them back to 911 floor operations, for a potential savings of about $214,000 per year, excluding overtime.

From 2004, date of this audit to the present, the problem has only grown by leaps and bounds. Nothing changes, except putting the screws to blame on those doing what they were hired to do in an understaffed, unhealthy, unsecure and HOSTILE work environment.

The hostilities and tension is now growing by the targeting by the Chief of Support under whom CB operates. (unless, of course, you have the protection of the shield by working in an administrative position .. whereby you NEVER have to use sick time and get rewarded with 2 extra personal days EVERY YEAR).

Look at the time/leave records of these people prior to getting an office position against the seniority clause in the contract - and look at the time / leave records AFTER they were 'assigned' to the position.

The sick leave before and after speaks VOLUMES.

The additional PERSONAL days they get compared to prior taking the office job speaks VOLUMES.

The 9-1-1 Operators so upset about all the "extra's" these so called office workers get (Ofiice worker allegedly working out of title .. in other words, a highly trained 9-1-1 operator being paid as a 9-1-1 call taker, is actually doing clerical work and gets 'perks' on top of it) should file a seniorioty grievamce.

The contract is clear about seniority.

Bring it to the Newspaper. Your CHIEF lioves her name and pciture in the paper. Let her answer why all this money is spent on grade 10 911 operators doing the work of grade 5 clerks.

Why YOU WERE ON HOLD DURING THE LAST N'OREASTER. WHY CALLS WERE REALLY ROUTED ALL OVER CREATION.

There have been more grievances filed this year than ever before. Does management get it?? We are fed up with the special treatments that divide and conquer.

Finally someone in our Union listening to us!

Staff people are being denied ot because the floor people are filing too many grievances and using too much sick time. Is this fair to the backbone of CB?

It amounts to the Chief choosing to MICRO-MANAGE. All she is interested in is the bottom line. No concern of having 3 or 4 or 5 operators answering all the 9-1-1 calls for the ENTIRE COUNTY.

Until something happens like the storm of a few short weeks ago. Then a band-aide is put on it like the articles of expanding consoles at the new facility but not hiring new personnel. What does that accomplish?

Keep lowering morale; keep screwing the workes, keep us out of the loop.

We will keep filing grievances and getting our word out.

Civil Service Law is all about seniority. The days when the police dept higher ups could threaten CB ops for filing grievances are long gone.

It is very interesting to KNOW that a seniority clause in a contract cannot be violated because someone "claims" a disability.

In the old days if someone who just started said I cant work nights...they would have heard "theres the door." There is no violation of the ADA because everyone is made well aware of the schedule when they take the job.

Its about time the NCPD is made to follow the rules. For years they have created a hostile work environment by pitting one worker against the other.

Now we will be able to SUE those who intentionally violate our rights.
