Levy, lawmaker clash over police staffing bill
March 9, 2010 By RICK BRAND AND REID EPSTEIN. rick.brand@newsday.com,, reid.epstein@newsday.com
Suffolk County Executive Steve Levy and his chief police critic in the legislature have found a new battlefield - a bill that would require legislative approval before the police department axes, cuts or transfers any of its commands to another agency.
Levy has lambasted the bill, labeling it "one of the most anti-taxpayer pieces of legislation I have ever seen," claiming it would hand over control of the department to the police union. "It's mind-boggling to me that a legislator has now tried to put in a bill to stop the department from running more efficiently," Levy said.
However, the sponsor, Legis. Jack Eddington (I-Medford), chairman of the public safety committee, said the legislation is needed because Levy and his police commissioner, Richard Dormer, often make changes without consulting lawmakers, even though the legislature is the county's official policy-making body. He said significant changes should be aired and debated before action is taken.
"I believe we should get an explanation for major policy shifts," Eddington said.
The proposal is just the latest battle in an ongoing war since Levy got deputy sheriffs in 2008 to take over from county police highway patrols on the Long Island Expressway and Sunrise Highway, a move Levy undertook unilaterally.
Levy maintains the highway change has saved the county $12 million and the bill would handcuff Dormer's ability to make changes quickly. The police union has challenged the legality of the takeover, and they say Levy is cannibalizing needed special units like community policing just to keep patrol cars filled.
But Legis. DuWayne Gregory (D-Amityville), who is concerned violent crime increases in his community, backs Eddington's proposal. "It's unfortunate that it's gotten to the point where we have to legislate communication between the legislative and executive branch," he said.

Eddington and Gregory are only interested in votes they can garner from licking the PBA's sweaty, hollow testicles.
Leave Levy alone and let him run his PD the way he sees fit. If he screws up we'll boot him out. But so far I like his taxpayer friendly style.

What has his taxpayer friendly style done about the biggest portion of you tax bill that goes up 5-8% a year, your school taxes? The answer is NOTHING! Might he be, as you say, "ball licking the teachers unions sweaty, hollow testicles"(your words, not mine), so he can garner their votes. And how has he and Richie run the PD lately? Obviously you don't read the newspaper or watch the news. Shootings daily, homicides(multiple) weekly! Yeah, keep letting guys go and not hiring anybody, it will only get worse. If you dared to read the paper, you would have read in this weeks snewsday that the mayor of Hempstead, in an attempt to stem the rising crime rate there, said the first thing he did was hire 17 additional police officers(and that's for a 100 man department!). Now that's being PROACTIVE and doing something about crime! You think he hired them to "garner" the votes of the PBA or to try and stem the rising crime rate?

Eddington and Gregory are responsible to the taxpayers that voted them in. With all the current issues within the police district, the crime, the seeming inept management of the dept, etc, I believe it is within the best interests of the taxpayers to have more oversight into how the dept is run.
If crime was down, and the dept was being run efficiently, not frugally, although certainly at minimum cost, I dont think anyone would have an issue.
Scpd needs to come of age. It is still run as if the county was potato fields. Detectives and the majority of police officers do not go out and do proactive patrol. They react, to 911 calls, and investigate. The tiny number of proactive detectives and police are used to supplement the latest negative headline. ;

You my friend have no clue. You are either very bitter (what time was your post) or your first name is Ben, Dick, or Steve. I refuse to believe you are a "concerned" taxpayer who thinks that the C.E. is doing a good job. The only thing he is doing well is covering it up and if look one of the first things he did was put one of his cronies in charge of the public info unit(PIB). That means that the little man decides what to release to the public, many violent crimes occur that the public has no idea about or crime trends that we don't release beacause he does not want the truth known and that is crime is up.

Lets get the facts first before we obliviate. School taxes are up on average 3.8% not the 5-8. Levy does not negotiate with teachers, thats strictly on the school boards. He has nothing to do with school taxes if he did teachers wouldn't be getting raises.
Crime overall is down under levy's watch, violent crime is up. Hempstead has a rising crime rate and has had one for a long time, even back in the 90's and beyond when cops were tripping over each other. The crime rate is down in Nassau even with less cops under Suozzi. Newark and Philadelphia have no shortage of cops but yet they are still the murder capitals of the country.
Your venomous attacks on levy stem from a labor dispute and the highway transfer, absent those conditions, you wouldn't hear a peep from the pba as long you got your raises and those useless 50 highway cops were still hanging out on the lie.
So lets stop the bs.

WRONG...crime is down FROM LAST year, not overall, the fbi has suffolk county up in all areas from 2004.
And Suffolk is one of a handful of areas, in nys that has had a overall crime rise

Exactly and they will remain murder capitals.
Suffolk has had a increase in crime, and its crime rate has risen significantly, to the point where on its own the 5 western towns has a higher crime rate then nyc

You are truly clueless! Suozzi pushed for a 4% cap on school taxes. Levy pushed for NOTHING as far as school taxes. What's driving people off the island? It's not their police taxes! Might we say it's the skyrotting crime rate and the out of control school taxes. He won't even speak about the consolidation of districts or any other cost saving measures when, dare we say, he needs the backing of the UFT in his quest to run for governor. And now you want to talk about Newark and Philadelphia! It's not that bad in Suffolk YET, but we're headed in that direction. YES, let's stop the BS!

My police tax is almost 800 dollars a year. 800 / 12= $67.00 a month/ $2.23 per day for police district/scpd
My school distrist tax is $6,295 dollars a year. 6,295 / 12= $524.60/ $17.48 per day for Sachem School District
$2.23 a day for police service vs $17.48 a day for my town's schools.
Im a first time home buyer and I didnt know the real costs.
Can this be true? Schools take this much money to run?
I think the system can do a better job lowering my school tax.

Yes, schools are the bulk of it, but that doesn't mean we get our money's worth in police services, due to tremandous department expense.
Teachers work 38 years, then retire and die after 16. They take up to 25 years to reach their top wage tier. My district alone has got to have over 400 teachers, about 200 bus routes and 11 buildings to maintain.
Contrast that to Suffolk's 2nd Pct. One building. No busses. Maybe a total of 500 cops and we only get 3 police "sectors" worth of service from the 2nd, along with probably 9 other school districts of comparitive size within the 2nd pct. area.
So 24 x 7 x 365 we get 9 cops for 7% of a tax bill. Doesn't make financial sense. Why?
Cops work 20 years, then retire and collect for 40. They only work a few days more than a teacher annually. They reach top pay after only 5 years.
As for crime statistics - they're all skewwed. The economy is in the shitter and everyone knows that increases crime. Fact of life, and doubling the number of police will not stop a break in when someone needs that money to eat.
As for Hwy... who cares? There is no noticable difference on the LIE other than I ALWAYS see the Deputies banging the HOV violators. It's such a frequent occurance now that people don't slow down when they see the light bar - they're all over. When Suffolk did the LIE seeing someone pulled over caused traffic to crawl, it was that unique an experience.
Believe it or not, it is the CE's JOB to hold the line on taxes and it's not his job to see that every SCPD officer is raking in the dough for doing nothing all day. HE works for the people, the lowly "citizens" not the "special" civil servants.

Actually cops generally die within 7 yrs of retirement, an actual fact though it is becoming better as their wages have increased and their overnights weekends and holidays are lessened ( whats that a teacher says ). As well Bullet proof vests tasers and OC spray have aided them to not get injured as much ( again inhaled chalk dust injuries ). Please DONOT compare Police costd to school cost. Be quiet b/c only new teacher work till 62, those before left in their early 50's with buyouts and 70%. I know I taught and have several family members in the field and retired from it.
The doing nothing quote shows your true hatred. I beleive BOTH jobs are very tough and BOTH jobs are paid great on LI. However you believing COPS do nothing debases your whole post and credibility as anything but a POLICE hater. Yeah, get job at 20 retire at 40 on 50% and live another 40? So the cop who got hired in 1960 and retire in 1980 at 12K is living real large on 500$ a month now. By now I'm sure he's dead or went back to a less physical and less STRESSFUL ( threats, injuries , brain matter, horrible screams of the immediate dying and their loved ones buckled in next to them ) unlike Johhny upset you took his Ipod screams.
Cops work 20+ more days then teachers which includes nights, holidays, weekends and summers so you loose big time there. Yes teachers have degrees, advanced ones they should be proud of, I do as well, but that is offset by BULLET PROOF vest GUNS and constant dangers, real life stress ( not Johnny's IPOD ) and actuall lawsuits and split second decisions of life and death ( insert IPOD Confiscation here ) .
They are both tough and very well rewarded jobs, but please realize there is NO comparison in TAX $$$$'s esp when you include ALL the STATE and FEDERAL and LOTTO monies also spent on schools that is not spent on local Police budgets.
AS well 7% vs 70 % of your local tax bill. Zip it Zippy.

Are you really trying to say that teachers live less after retirement then cops?
Wow. I hope your degree didnt come from overseas or a crackerjack box.
Enjoy your nights, weekends, holidays, summers and days off for chalk inhalation injuries. Thank the cops for making up the slack.
Top pay 25 yrs? Sure but automatic steps every year and every 15 credits and every contract raise which, BTW is EVERY year. Many School districts pay thier teachers 100+K after 10 yrs on the Island. Yes less then the beat cop but the cop work nearly 30 days more untill the max out on vacation after 15-20 years.
Again explain the difference in TAXES per household. You are walking down a silly path.
Crime stats? GOTO the FBI website. Be careful, you may want to leave Suffolk for Nassau, they are much safer. IMO I hate to say the worst is on it's way. Suffolk is in for a Gang and Heroin storm. It will have 3x the murders as Nassau and doubles it by a wide margin in every other crime statistic the FBI.GOV records.

You dont get 9 cops. you get the entire dept.
If you child is missing you get every cop available, plus k-9, aviation etc.
If you roll your car you get the patrol, esu, aviation.
If your house is arson, or a victim of a hate crime you get those services.
You get the point?
Crime stats are not skewed...as per the fbi during the last 5 years suffolk is above the norm of the state in crime, specifically the area scpd covers. In fact many areas like nyc and nassau show a lower crime rate whereas suffolks is higher...go look for yourself.
As far as break ins, think about this, criminals are coming in from other areas because they know scpd is short staffed. They get a scanner, or now get one as an app on their cell phone, and listen to when there is a serious call in the pct, and then commit their crime. By the time a car covering another area gets there they have 5-10 minute lead.

How much do you get paid by Stink Levy to past things on here defending him?

Cops on average live less than 10 years after retirement.
The pension comes from the state....not local taxes.

Ehhh, no skippy. Pensions are administered and kept in a Statewide fund. Where does that fund get it's funding? Local police taxes. Every hour you work requires the County to contribute on your behalf. What that actual dollar amount is depends on factors like the pension funds defined benefit, projected liabilities, and the fund's performance.

Actually, the human race got along just fine for centuries without "teachers." Knowledge need not be purposefully imparted to get around. It occurs by osmosis.
Our schools have gone downhill, and do not teach critical thinking, they teach facts, memorization, and test-taking skills.

Its you, one person, not many as you claim. No they didn't have crack, heroin or gangs(although they had hostile indians who wanted to kill them) and they protected themselves without having an overpaid and underworked pd to protect them. Today we have those things and we do have an overpaid and underworked pd who can't or won't do anything to protect us from them except gouge from the public trough. I'm only calling you an asshole because all your posts are asinine.
wow Indians thats your argument Indians
The point is you cant make it as a COP and your underpaid.
Dont be mad, its not your fault, oh wait it is your fault, your an asshole.

I also need a plumber when my pipes break, a cashier when I buy something, a garbage man when I throw out my trash. Whats your point asshole.
Terrorists have nothig to do with the scpd and life was better before the scpd ever came into existence. Even in colonial times, we used a pillory or a scarlet letter on ones forehead. We survived and didn't have to worry about ever increasing violence that our overpaid and underworked pd can not even control or even provide safety for our citizens.
BTW, your lack of education shows when you have to use personal slurs to support your shallow argument.
It makes perfect sense to compare 2010 to the "colonial times".
Hmm, you could beat your wife, your kids, rape them, do whatever you want to your slaves, and if someone was caught stealing your corn you could shoot them in the head. Hell if there were police, they probably didnt even have to do a report, lets alone the 4 part domestic incident report, criminal incident report, victim of violence impact form, ohh and possibly notify bias crimes.....fn idiot
We survived and didnt have to worry about increasing violence????
You know this how? Whom did you interview from colonial times?
Terrorist have nothing to do with scpd? So we can stop patroling areas deemed possible targets, on your word? You overrule homeland security?
Whats funny, until Levy and dormer came along, no one was getting shot on a daily basis...are you sure its not the county exec incompetence, and the bungling of the commissioner as they try to use as little tax money on something as silly as crime?
yes indeed

OBL is not concerned with the soft targets in Suffolk, you can bet the house on that. And whats the big thing about "patrolling" as if you become overworked by riding around a specific area. Gives us a break.
there are about 3 homicides a year more than there were pre Levy days. So get off your pba soap box, the contract is official and you have successfulll ripped off the taxpayer again.

So you seem to have all the numbers, referring to your homicide number pre-levy days. How about the numbers of shootings. The First Precinct alone has had four separate shootings since Friday. But, I guess those don't count because they're not homicides. Hey, maybe it's just a "blip" as the PC called it over in Brentwood. 90% of the shootings don't even make snewsday, but dont worry; "It's under control", not quite a "hot spot" yet! Glad you think things are okay!

You dont address the glaring disparity in the colonial era vs this era as far as what people did or didnt do.
Additionally no one asked your laypersons opinion of what a soft or hard terrorist target is. Was the school in Beslan even rated a soft target?
Murder is up, in Suffolk, that 3 homicides represents a 10% increase.
Consider that the majority occur within the western towns that levy is primarily responsible. Consider that violent crimes are up in the same area, and yet Suffolks neighbors Nassau, East end, and even NYC have seen a drop in these crimes.

BNL has its own security, there are power plants all over the country, Shoreham is decommissioned. Stop the bs that you are overworked with the security issues. On a scale of 1-10 on potential targets in this country from terrorists you rank -0. So get off your high horse that this is a major concern for the patrol force. if you were so concerned with security you wouldn't be spending so much time in the firehouses and more on patrol. Every one of you think the sky is falling in Suffolk county. 3 more homicides more than pre Levy days and you are trying to nail this guy to wall. Its all because of your contract and the fact he took hway away from you.
Yeah gang violence is way up.; do away with the gangs especially the illegals and you can go right back to the good old days when you did shit for 8 hours a day.

Good point, unfortunately the government disagrees and has and continues to give grant money to the county due to a certain risk factor. But I can't blame you for your opinion. 3 more homicides, thats a 10% increase in homicides!!!!!!! How much more violent crime, the difference between a homicide and an assault 1 is usually how many minutes before the victim receives any medical attention. There should be less, there is less on the east end, nassau and nyc.

While the nuclear ops were ended the electric transmission infrastructure has remained, connecting it to the electric grid, and Conn.
You obviously dont understand Terrorism. The idea is to generate the most press, fear, panic and confusion. It does not have to be the Pentagon. A suicide bomber exploding in a gas station, Hospital, or school, in a area with a high concentration of people is far easier to pull off.
They do it all the time in the Mid East.

"risk factor" most certain. There is a risk factor in Bumfuck, Idaho, Pubic Hairs, Mississippi, but certainly a low one. just as in suffolk county, but you blowharts like to magnify everything up to where the sky is falling to make yourselves look more important than you really are.

But long island with its proximity to nyc, its population and its wealth is NOT bumfuck. Remember terrorist want the most bang for its buck. Killing off a few "hicks" living in a small town is not the same as killing off the potential victims that live or summer on L.I.
And sorry, its not me thats the blowharts. Go talk to homeland security bozo.

Rise in gang violence or lack of addressing the gangs by pulling gang units from areas with gangs to concentrate on giving a false police prescence in high profile areas?
Pulling gang cops to work patrol or the desk to save overtime?
Pulling gang cops for bs heroin task force, or whatever comes along?
Gangs have been in suffolk forever, The Artist Lake crips have been around since 1960s. The mexican gangs have been here since the 1980s. There are less illegals today then 10 years ago( due to the recession and less work)
Yet violent crime is up.

There are less illegals because the construction market has dried up, because less folks are getting landscaping, pools etc. There are less illegals because I work in a area that was predominately illegal, and is now reverted back to the white trash heroin junkies, and their high crime.
