A question for all the SCPD cops out there:

I was watching clips from Thursday's SCPD promotion ceremony on News12 and TV55 (I'm a sucker for bagpipes), and I noticed that CE Levy pinned the badge onto the woman and hispanic officer (the high ranking ones), while the police commissioner apparently pinned the badges on everyone else.

I thought that only the commissioner did the "badge pinning". Is it up to the officer getting promoted (i.e. - do they get to choose who ceremonially pins them), or does the commissioner or county exec decide? Did CE Levy just do these two for the media coverage, or has he been doing all of the promotions since he took office.

It's safer to have a pillow biter touching the breast area of the women than risk another lawsuit against the county for sexual harassment/abuse. Besides, it's a great children of the rainbow photo op for the CE.
