Questions over Mangano's appointment of convict

Of all the appointments made by Nassau County Executive Edward Mangano since taking office in January, one in particular is drawing questions: a $90,000-a-year minority affairs job that went to a man convicted of participating in a scam to sell patient information from Nassau University Medical Center.
Mangano defended the appointment of Herberth Flores to the post of deputy director of the Office of Minority Affairs as a "second chance," and state and county officials say there is no blanket prohibition against hiring people with criminal records.
However, good government watchdogs and other critics, including some in the Hispanic community, questioned the hiring, in part because the crime was committed against a county institution in general and Hispanics in particular.
Flores, 37, of East Meadow, and members of his family were driving forces in Latinos for Mangano, according to political sources and postings on the campaign Web site. Mangano has credited the group as being instrumental in his stunning election last November when he defeated Democratic incumbent Thomas Suozzi.
Mangano said in a statement that he was aware that Flores had pleaded guilty in 2005 to attempted bribery of a public servant. "So-called perfect people screwed Nassau County. I bet less than perfect people will repair Nassau County. Welcome to our second-chance administration. We will not let our residents down," the statement said. Spokesman Michael Martino said the administration has not hired any other felons.
Suozzi, who is a consultant for Cablevision, which owns Newsday, declined to
comment on Mangano's statement. He also refused to comment on whether he had ever hired anyone with a criminal record.
Both Mangano and Flores refused requests to be interviewed.
Some Latino advocates declined comment because they said they have to work with the Mangano administration or because they did not know enough
about Flores.
Former Democratic County Legislator David Mejias, a leading figure in the Latino community, blasted the appointment, saying Flores has a felony conviction "for preying on the Latino community." "It's outrageous . . . [Flores has been] chosen to represent us in government," Mejias said.
But Gil Bernadino of Circulo de la Hispanidad said the appointment was "a good choice." Bernadino said he was not aware of Flores' felony conviction, but said it did not affect his opinion: "He made a mistake - I don't want to judge for him for life."
Martino said the only prohibition against hiring someone with a criminal record would be for a specific job title, such as police officer.
Mark Smith, a spokesman for Suffolk County Executive Steve Levy, said that criminal background checks are conducted for every county hire, but that a felony conviction is not an automatic dealbreaker for a non-civil service job.
Mark Lavigne, a spokesman for the New York State Association of Counties, said he knew of no counties that barred all felons from government jobs.
Still, some critics said the nature of Flores' crime - offering bribes to employees at the county-owned Nassau University Medical Center - may be difficult for people to swallow.
"Nobody's perfect, but in this particular case certainly it is a real problem," said Patrick Halpin, a former Democratic Suffolk County executive.
"It's up to Mr. Mangano to make the case to why this person is uniquely qualified for this position," said Blair Horner, executive director of the New York Public Interest Research Group. "If he can't, the taxpayers should take
notice."

The Flores brothers, along with former Hempstead Village Mayor James Garner, an African-American, and a few other minorities gave Mangano traction in heavily minority areas of the Town of Hempstead, according to several political sources.
"Herberth and Rafael will bust a gut working for your campaign," one Democratic campaign adviser said.
Nubia Lopez, president of the Hempstead-based Salvadoran Civic Committee of New York, said Flores and his family were not active with community groups. "Our community needs a person who has been working with us," she said.

NHCC is full of crooks anyway. This guy just got caught. Anyone ever have to use that cesspool? The nurses and doctors are okay, the staff generally too. The administration-a bunch of six figure do nothings with no medical or health care expertise or background. Civil Service has created so many highly paid jobs over there, it is a wonder the place can pay the people who actually care for and about the patients.

Everyone deserves a second-chance, and especially those that succesfully work any campaign to unseat the former draconian-style leadership. So, at first glance this post was made to appear done but doubtedly, by democrat and former suffolk exec Pat H. However, the posting name now appears changed and to be by aka unregistered991?... Man up whoever you are because this, purely stinks and looks partisan and furthermore even a bit too overdone by a bigot.

I hate to say it but Ed Mangano and crew are NRFPT.
This hire is just plain stupid. There is no need to have hired a guy like this, and it is an obvious politcal pay back. I don't care if the guy was the former President of Spain, with a conviction like this he should be per se ineligible to be hired for the job, or any job in Nassu County govt. But they don't get it. This is the kind of cushy, no responsibility job that one gives to his or her friends. What are his qualifcations: that he is a Latino felon who helped Mangano get elected? The point is, that for a job like this, you don't need any qualificaitons, and Ed I guess thought he'd just slide him in. Actually, these are the kinds of jobs that real Conservatives in govt. would look to eliminate, not populate with useless criminal elements.
This just shows (and it is not the only thing) that EM and crew don't have a clue. What's next? Hiring Tom Suozzi back as a county consultant? That would make as much sense as the other hirings this admninistraiton has made so far.

Suozzi may not have hired any felons, but he certainly encouraged them to commit crimes while in office. Just think Shomwa and Peter Sylver. (wait, wasn't Asti under indictment when Suozzi hired him?)
I would rather know what we get when the person is hired than being suprised when hearing about crimes committed while in office.
Sylver- resigned in disgrace after Suozzi's coverup of Sylver's sexual harassment failed (among other problems Sylver had). Sylver was disbarred as a result of actions while he was deputy CE. Did he plead guilty to something or other?
Shomwa was indicted and beat the rap because he was able to show that Suozzi's closest and bestest campaign people had multiple contacts with him during the workday, so even if he was doing political work while at work, he was being ordered to by those closest to the man.
Patrick Williams, former County Legislator- resigned in disgrace and pled guilty to a fed crime. Given a nice job by Suozzi.
Dave Denenberg- pled to a misdemeanor and had his license suspended for 6 months.
Roger Corbin- we know the story.
Mejias is appalled- LOL. Latino when he wants to be. He represented his community only when it suited him.
Gerry Twombly- isn't there something in his past? He works for Yatauro at the Legislature. And don't forget tape recorder Bill.
Give me a break. Those who live in glass houses should not throw stones.

You sound like a Mangano apologist and not a very good analogy. Maybe we should hire Corbin back in charge of the IDA or Sylver in charge of human resources?
No reasonable person would make excuses for this absurd move on Manganos part. Forget about morally or ethically correct, this is one of the dumbest political moves I have seen in quite some time.
I guess it is a good move if you want to deflect attention away from the deficits or assessment issues.

I assume there will be some on this site who will crticize Newsday for bias because this is obviously liberal bias. There was actually one person on the Newsday site that asked why they published this becuse it was old news.
I guess it is time foranother protest but this time in front of the executive office. I was really hoping the best for Mangano even though I didn't vote for him but is this the way he ran his business? I know politics makes strange bedfellows but this is rally out there, did he think no one would notice?

In a Heart Beat! This guy won with only 300+ votes and the GOP won the legislature by less than that. If the Dems and some Independents didn't sit on their hands this election Suozzi would still be there (not a good thing either). The GOP still has the "They won't remember" mentality. I'm afraid to say they are writing their own obituary.
