Charges dropped against 3 who removed political signs

A judge has thrown out petty larceny charges against three men accused of removing political campaign signs from a grassy strip near the Southern State Parkway in North Valley Stream four days before the election.
Judge Gary Knobel of First District Court dismissed the charges Thursday after defense attorney Joseph Girardi of North Valley Stream produced a 2001 memo from the county attorney's office that said it was legal to remove signs from county property because they should not have been put there in the first place.
A spokesman for the Nassau County district attorney's office, Eric Phillips, said the prosecution objected to the dismissals because it wanted time to determine whether the grassy area was county or state property.
The men are Stephen Koumos, 23, of Park Avenue, Malverne; Bruno Romano, 49, of Ocean Avenue, East Rockaway; and Howard , 41, of Jackson Road, Valley Stream.
"These men should never have been arrested, the district attorney should never have brought this to court," Girardi said.
Although news reports of the arrest characterized the men as Republicans caught yanking a Democratic candidate's signs, Girardi said they had taken down signs for both Democratic and Republican candidates.
Philips said prosecutors would have to review the memo and the law to determine how it would proceed in similar cases.
The memo, dated Aug. 27, 2001, reads in part: "It is improper for political posters or private advertisements to be posted on County property . . . Nassau County law permits private citizens to remove and cart away any printed material displayed in violation of the County law."

How about filing Suit against that dimwitted $100,000 a year flatfoot. They can hang out in firehouses, get free food from McDonalds, Burger King, 7-11. And arrest people without cause! These Men were falsely arrested by this Cop. Does that mean he doesn't even know County Law?
Instead of hanging out in firehouses watching movies, they should study County Law!

There should be a law against the signs period - I noticed plenty of spots where the jerks who put the signs out just took the cardboard off and left the metal wire frames. It's only a matter of time before the mowers hit them or they wind up on the roads damaging autos or maintenance equipment.
The taxpayers shouldn't have to shoulder the cleanup for these people from either side of the aisle. DPW or the Police should produce the signs or take a photo of anyone who has signs out during elections, forward the information to the DA's office or County Attorney and charge the campaign for cleanup automatically.
All these campaigns are leaving the steel to be cleaned up - they're all to blame.

Bruno Romano is not a private citizen! He is a NYS elected official. How often does Bruno do "midnight" street cleaning?

someone doesn't sign away their privacy when they are elected to office. The law gives anyone the right to take down any private (non-governmental)printed material from county property. ANYONE. Suozzi could have gone out and taken down signs from county roadways (and telephone poles) and it would be legal. LEGAL. LEGAL. I can't wait until next year. I am going to rent a pick up truck and take down all of those annoying disgusting signs- from all of the ROADWAYS.

In NY City they fine the individual campaigns when such signs are on City property. Leaving signs on public property is called litter. Is Kathleen Rice that much of a Touro Retard?

This PO made an instant decision out in the field. Unfortunately, it was the wrong one. But it was probably made in good faith. A PO would normally respond to the complaint from the eye witness alleged victims of the theft (dem politicals) in the same way he would arrest a shop lifter based upon the complaint of the store security guard. A PO does not have a Law Degree.
However the DA's office is a differnt story. They had all the time the need to research this matter before they proceeded with prosecution. Additionally, Ricearoni's office should never have handled this case in the first place because of a conflict of interest. Since Ricearoni's signs were likewise posted all over the parkway entrances (the crime of littering), why wasn't this case given to another county da as a special prosecutor. I'll tell you why, Ricearoni is a currupt dem hack. Heaven help us if this dim wittered hack becomes the NYS AG

FYI, I know for a fact that the Defense Attorney Giradi has illicit contacts all over the place - from the Colombian and Dominican Drug Gangs from back in the 1990s to the current political crooks today, both Republicans and Democrats. He also has links to right wing militia extremist NRA types. And I can prove it. Watch that guy. He's trouble.

His decision should have been corrected by his Superior Officer at the scene or the Desk Sgt. ot Lt. Doesn't anyone read the County Laws? Yes, I understand the P.O. doesn't have a J.D., but that is all that they study in the Police Acadamy.
He wanted to be a big shot! No one knows exactly what his motives were, but they should have been reviewed before arrests were made. Taking signs off telephone poles and Public Property has been going on since the day People got to vote!
I believe the Men that were falsely arrested should investigate the Officiers Union activities and his Voter Registration. That may reveal insight into his motives. All the Police Unions were strong supporters of Tom Souzzi!
