View Full Version : East Rockaway Village Administration

Since Mayor Carrigan has been in office:
1) He has raised our taxes over 21% in 1 and 1/2 yrs.
2) Stop and shop closed in spring 2003, the building is still unoccupied and no viable business has opened.
3) The East Point Inn (an East Rockaway landmark) destroyed....In a lame attempt to shift blame away from himself and his administration, he mailed a letter to all village residents at the expense of the taxpayers.
4) All work has stopped on the water front revitalization project. I heard someone in his administration didn't file the proper paperwork on time and missed out on the grant money.
5) He appoints friends and party hacks to key positions in his administration regardless of qualifications.
6) In the his most recent fiasco "the check cashing store" he and his administration did nothing or said nothing for three months (May - August) about the possible traffic problem it might cause. Instead, he and the village board (who by the way appointed the zoning board) supported the decision of the zoning board. It took the courage of a group of concerned residents to get him and the board to act. Mayor Carrigan ran scared when he saw 1000 names on petitions. Of course wrote another lame letter to cover himself and place blame on the zoning board, mailed it to the entire village, again at the expense of the taxpayers. If he was truly against the check cashing business, as he said he was, he would have mailed the letter in May at the time of the initial zoning board decision, not in August after the residents lashed out at him. He put the village in a no win situation.
7) Pride and morale have never been lower in our community.
This guy ran and was elected in an unopposed election and barely scraped out 300 votes, less than 1% of the voters in ER.
We need a recall...

Thanks for your informative rebuttal. While I agree with most of what you say I must disagree with your response to item #6. The Mayor's comments regarding the Check Cashing Store to the Herald were at best indifferent. I believe he said something to the extent that since there was no lawful basis to oppose the store doing business in the village that essentially his hands were tied. It is true there was no action taken the adminstration until there was outside pressure from angry residents. The Board of Trustees with the exception of Mr. Sieban were all conspicuously silent on the issue. Finally, the morale of many residents is low as evidenced by the tenor of the last two zoning board of appeals meeting. I am afraid if this establishment is allowed to open things will get worse.

Which is sort of true. In theory, a village can do just about whatever they want to stop certain businesses from coming in. The real question is; can they afford the legal process? The unfortunate thing is that at this point, the village cannot. Aside from the parking issue, there really is no legal basis for closing the store. Obviously, there are quality of life issues (which I would agree with), but if the check-cashing owner is dedicated enough, he could eventually get the permit because the village can't really pass an ordinance against a check cashing store due to its similarity to a bank.

I agree with NY Independence on most.
Just a few things to note.
The reason for the 20%+ tax increase is because Formont never raised taxes during his eight years as mayor. He never kept ER up with the times.
The Zoning Board.
The ER Zoning Board is a joke. The members are appointed by the village board. Not one member of the Zoning Board knows what is going on. All they want is to make a buck. They all get paid for serving. Two members of the zoning board are former village trustees. The one who is the most recent former trustee/deputy mayor cost this village hundreds of thousands of dollars in a lawsuit for a derogatory racial remark she made while in office as a village trustee. There are also two other members on the zoning board who are village employees. It is because of one of them is why our garbage is sometimes not picked up and the village roads have not been swept in ten or more years. Also, look at the condition of our village parks. Especially the one on Williamson Street. They are in shambles because he just doesn’t care. The other members of the Zoning Board are relatively new and just follow in the footsteps of the other incompetent members. These people are just doing a great job for the residents. They don’t care about the residents. It’s all about them. They just want to show up at meetings and collect a nice buck for doing so.
It appears the village board really did their homework when they appointed these people. I doubt they were friends of the board. Who in their right mind would associate with people like these who just want to ruin our village. Who knows, maybe next they will approve x-rated businesses.
Recall the whole zoning board before it’s too late.

I saw in this weeks LI Herald a Notice that the next Zoning Board of Appeals hearing regarding the proposed Check Cashing Establishment is scheduled for WEd. November 17th at 8pm. We cannot afford to sit back and rest on the fact that so many of us were present and vocal at the last meeting. Attendance on Nov 17th should be mandatory for anyone who cares about the neighborhood they live in.

There should be one open poisition. Bruno Romano will be running for re-election in his spot and I believe the Village Judge will also seek re-election, but Ed Cook will not. The Village Pride Party should be announcing their candidate soon. Don't know if any other party will be running a candidate.

Now that the store has been banned and the village paid out the settlement - does anyone know if the laws had been changed to prevent this from happening again?

How much did the Village have to pay out for their screw-up with the check store?
Heard it was a big payout to cover all their costs
Wasn't the payout doubled
